Purpose and Objectives
The study will aim to provide AAI with a roadmap for integrating climate change, including risks and opportunities, across the program. To achieve this, the study will:
i. Recommend an approach to incorporating climate into AAI’s program logic:
• Assess how climate objectives align with AAI’s existing program logic;
• Recommend whether to integrate reporting into updated existing outcome indicators or design new, climate-specific, indicators;
ii. Explore how AAI contributes to Australia’s international policy commitments on climate change, the DPP, and Indonesia’s climate change targets and commitments, and identify risks and opportunities for the program to strengthen support to these objectives. This will include;
• Examining how to mainstream climate action into program approaches;
• Recommend potential updates to AAI’s Risk Management Matrix and consider the extent to which it is possible to measure and mitigate any climate-related impacts of the program.
iii. Provide practical guidelines to strengthen AAI reporting on climate, including templates for documenting contributions to climate change commitments:
• Examine how the program can contribute to Australia’s international climate communications and diplomacy;
• This should include identifying potential resources required to better incorporate climate action into program implementation and reporting;
iv. Strengthen approaches to tagging climate in AAI databases.
Key Responsibilities
1. Finalise the design of a workplan covering all aspects of the study and consistent with the scope of work outlined in this terms of reference;
2. Working closely with Tetra Tech’s Climate Unit, interpret DFAT climate-related policies, expectations, guidance and best practices and relevant Government of Indonesia policies including the National Adaptation Plan (NAP), Nationally Determined Contribution (NDC) and education sector policies and programs, and apply them to the AAI program context;
3. Working closely with AAI’s Monitoring, Evaluation and Learning (MEL) team and Tetra Tech’s Research, Monitoring and Evaluation (RME) Unit, provide recommendations on integrating climate change into AAI’s program logic, theory of change and program indicators;
4. Lead qualitative interviews with program staff, alumni and other stakeholders exploring program contributions to climate action and opportunities and risks associated with climate change;
5. Draft a concise report that draws from lessons on AAI contributions to climate action to provide recommendations for further strengthening climate action;
6. Provide guidance to the work of a data analyst on updating AAI alumni data with climate related fields;
7. Develop tools for the AAI team broadly and, more specifically, the MEL subprogram to integrate climate change issues into program priorities and performance reporting.
Timing and Location
The contract will be for a maximum of 35 days to be completed before 30 November 2025. Although most tasks can be completed remotely, some time will be required in Jakarta with possible visits to other cities in Indonesia.
Deliverables
In 10 days of commencement of the contract, a short workplan outlining the proposed approach for the study.
Before the completion of the contract, a short report (max 20 pages) with recommendations for strengthening action and mitigating risk, including incorporating climate change objectives into the program logic.

AAI does not envisage having a stand-alone climate action strategy at this stage as climate is not covered by the program objectives and the mid-term review has not recommended updating program objectives to reflect climate. AAI will be guided by the findings of this study on the extent to which climate should be captured by stand-alone policies or incorporated into existing approaches.

The report will include guidelines for reporting on climate action to comply with DFAT reporting standards and a template for integrating climate reporting into AAI datasets.
Reporting
The consultant will report to AAI’s Quality, Monitoring, Evaluation and Research Adviser and will work closely with AAI’s MEL Team. The consultant will work closely with Tetra Tech’s Climate and RME Units.
Selection Criteria
Qualifications
• The Lead Consultant will require a post-graduate degree in a field relevant to conducting climate risk and opportunity analysis such as climate sciences, social sciences, international development or economics.
Skills and Experience
• At least 10 years working in international development or good governance related fields, with a preference for in-country experience in Indonesia;
• At least 5 years of experience advising on climate change and climate adaption including previous experience conducting climate-related assessments or advising on mainstreaming or integrating climate policy into government programs;
• A detailed understanding of Government of Indonesia climate policy as it relates to development priorities;
• Preference for previous experience in incorporating DFAT-related climate policy in programming
• Familiarity with Australian government development programming, including, where possible, an understanding of scholarship programs;
Personal Attributes
• An ability to lead work and manage tasks to achieve high-quality outcomes, balancing working independently with ensuring pro-active and constructive consultation with the AAI team;
• High level analytical and report writing skills;
• An ability to work at a high level in spoken and written English;
• High level Indonesian language skills are desirable.
