Legality compliance consultant

Job Description

The Consultant will work under the direct supervision of the Project Manager at ITC Headquarters and in coordination with the National Coordinator for Palm oil sector (based in Jakarta, Indonesia), will complete the following:

Technical Exchange Session on Legality in the Palm Oil Sector

  • Session Design and Preparation
    • Develop an agenda, concept note, and participant list in consultation with ITC and national stakeholders.
    • Identify expert speakers from relevant ministries, private sector, and civil society.
    • Prepare presentation materials, discussion guides, and background briefs based on the adapted handbook.
  • Implementation
    • Organize and facilitate the session (virtual or hybrid).
    • Deliver presentations and moderate discussions on:
      • EUDR legal requirements and due diligence.
      • Indonesia’s legal framework for palm oil production and trade.
      • Lessons learned and capacity gaps.
    • Collect feedback and document key discussion points.

Adaptation and Translation of the Legality Handbook

  • Review and Analysis
  • Review the existing Legality Handbook No. 8 https://www.intracen.org/our-work/topics/sustainability/deforestation-free-global-value-chains/handbooks-on-the-EUDR
  • Identify sections requiring adaptation to reflect Indonesia’s palm oil sector context, including:
    • Relevant Indonesian laws and regulations (e.g., ISPO, environmental, land-use, and labor laws).
    • Institutional roles (e.g., Ministry of Environment and Forestry, Ministry of Agriculture).
    • Key challenges and opportunities for compliance with EUDR.
  • Adaptation and Drafting
  • Revise the handbook content to align with the palm oil sector while maintaining consistency with the structure and tone of the original ITC publication.
  • Include contextual examples, best practices, and checklists relevant to palm oil producers, cooperatives, and exporters.

Expected Outputs and Timelines

By 28 February 2026

Technical Exchange Session on Legality in the Palm Oil Sector 

  • Session concept note and agenda.
  • List of participants and resource persons.
  • Presentation materials and background note.
  • Technical Exchange Session report summarizing key findings and recommendations.

By 31 March 2026

    • Adapted handbook in English.

Job Requirements

Skills

Excellent drafting skills; strong facilitation and stakeholder engagement skills.

Education

Postgraduate degree (MA/MSc/MBA, PHD or other)

Advanced university degree in forestry, law, environmental policy, or related field.

Extensive relevant experience may be accepted in lieu of the university degree.

Experience

At least 7 years of experience in sustainable commodity trade, legality verification, or EUDR compliance.

Other Experience:

Proven experience in legal research and technical writing. Familiarity with the Indonesian palm oil sector and relevant government frameworks.

Language

Full professional proficiency in English and Bahasa Indonesia is required.
