Project Overview

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. We work to shape a future worth living in over 120 countries around the world.

In Indonesia, GIZ’s Resilient Nature (RN) Cluster acts as trusted partner and technical advisor to the Government of Indonesia for developing a multi layered approach that combines conservation efforts, sustainable management, climate adaptation (nexus) and international cooperation in the region and beyond, including the strengthening of disaster risk reduction. The RN cluster works across six thematic areas: climate change mitigation & adaptation, biodiversity, forest, sustainable agriculture, climate financing, wetlands and marine ecosystems.

Under the framework of the International Climate Initiative (IKI) and on behalf of the German Federal Environment Ministry (BMUKN), GIZ is collaborating with the key partners to develop and implement regional and global projects that support partner countries, including Indonesia, in paving the way for protection of marine ecosystems and contributing to the “30×30 target” of the Convention on Biological Diversity (CBD) both within and beyond national jurisdictions. In this context two projects are being executed:

“Solutions for Marine and Coastal Resilience in the Coral Triangle (SOMACORE)” aims to strengthen the resilience of the region’s ecosystems and communities in transboundary seascapes through protection, good governance and effective management of coastal and marine biodiversity. Geographically, the project focuses on the Sulu-Sulawesi Seascape (Indonesia, Malaysia, Philippines), Bismarck Solomon Seascape (Indonesia, Papua New Guinea, Solomon Islands), and Lesser Sunda Seascape (Indonesia, Timor-Leste).

“Living High Seas: Pioneering High Seas Marine Protected Area Action” translates the new Agreement on the conservation and sustainable use of marine biodiversity beyond national jurisdictions (BBNJ) into practical area-based management realities. At the core of the project is a diverse group of partner countries (Brazil, Chile, Ecuador, Indonesia, Micronesia, Senegal). These forerunners are supported in initiating submission of regionally supported, co-developed marine protected area (MPA) proposals to the BBNJ Conference of Parties for sites of high biodiversity and climate value in the Atlantic, Indian and Pacific oceans.

The position will support the RN cluster in implementing the regional project “SOMACORE” and the global project “Living High Seas” with Indonesia as one of the partner countries. In addition, the position will support developing the marine ecosystem portfolio of the RN cluster. We seek one (1) motivated and qualified Indonesian candidate for this position. (Job title in SAP: Marine Protection and Management of Coastal Zones Advisor).

Responsibilities

• Lead implementation of the project outputs on national- and regional-level consultations and capacity development for High Seas MPA proposal development processes (in relation to Living High Seas), as well as protection and good governance of transboundary seascapes (in relation to SOMACORE)
• Provide technical and policy advice to the political partners and liaise directly with the political partners (government partners and the CTI Secretariat) to ensure the implementation of the projects are in line with the national agenda of Indonesia and relevant regional agendas
• Work closely with the global and regional project teams of GIZ, the consortium partners and national and regional implementing partners to ensure harmonised project implementation within and across regions and project outputs, and stimulate synergies and cross-fertilisation between the two projects
• Contribute to preparing capacity development and communication material for High Seas MPA as well as protection and governance of transboundary seascapes related topics
• Monitor, evaluate, report and communicate project activities in the partner countries and regions
• Monitor and utilize marine ecosystem portfolio development opportunities for Indonesia and regionally

Job Requirements

• Completed university and master’s degree with a focus on marine biology, environmental sciences, geography or political or social sciences with a focus on environmental issues
• Very good knowledge of marine (governance) issues, and in particular on transboundary seascape governance and BBNJ related topics, particularly in relation to (high seas) fisheries
• Experience in international and regional cooperation, and in advising decision-makers and experts
• Excellent network with institutional and individual stakeholders in Indonesia and the region
• At least five years of relevant professional experience in the CTI, Indian Ocean and/or Southwest Pacific region
• Very good self-organization, quick comprehension, flexibility, service orientation, reliability and ability to work in an international and geographically spread global team
• Strong communication skills, excellent moderation skills and strategic intuition
• Very good editorial skills and fluency in English and Bahasa Indonesian
