Job Description
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its objective is to improve people’s living conditions on a sustainable basis.
Forest and Climate Protection project (FORCLIME) supports the Government of Indonesia in its endeavour to mitigate the effects of climate change through forestry sector reform, capacity development and implementation of best management practices for sustainable forest management and biodiversity conservation. Field-based activities are being supported in selected districts of the provinces of Papua, Southwest Papua and Central Sulawesi (Lore Lindu Biosphere Reserve) to Reduce Emissions from Deforestation and Degradation (“REDD” activities) and develop a forest-based bioeconomy. FORCLIME is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ (German International Cooperation) with the Indonesian Ministry of Forestry as the Project Executing Agency.
Overall objective of FORCLIME is to reduce greenhouse gas emissions from the forest sector while improving the livelihoods of Indonesia’s poor rural communities in Eastern Indonesia. To achieve this goal, the Project team assists the Indonesian Government and provincial authorities in designing and implementing legal, policy and institutional reforms for the conservation and sustainable management of forests, at local, provincial and national level. Support to mobilize climate finance for forest resource management are a feature of the programme, providing decision-makers with experience of how REDD can be implemented “on the ground”.
For this reason, we seek a qualified Indonesian candidate for the following position: Monitoring and Evaluation Specialist (Forest & Biodiversity)
Core tasks
In your role you work on all job orders within your remit and are the main contact for advising managers and other staff members on all issues in the thematic area, in particular regarding the monitoring and evaluation of programs or projects. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commission’s outcomes. You coordinate the process for awarding contracts, agree and enter into contracts in accordance with the relevant legal, contractual, socio-political and corporate policy requirements and monitor the processing and fulfilment of those contracts.
You are responsible for creating and implementing a monitoring and evaluation (M&E) system for the given program of project. You are responsible on an ongoing basis for collecting, preparing and providing all relevant data and supporting the programs and projects in their strategic orientation and operational planning.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility based on existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation.
You clearly communicate the relevant requirements, conditions and restrictions in terms of your capacity to act.

Tasks
- Directs the planning, resource allocation, and execution of M&E activities in project level and Resilient Nature Cluster (RN Cluster), including data collection, result-based monitoring, and reporting aligned with GIZ standards.
- Develop, implement, and regularly conduct M&E at project level and Resilient Nature Cluster; ensure data quality, filing, and alignment with project’s Outcome and Output Indicators and knowledge management processes.
- Provides Quarterly and Annual project’s reports with accurate data, analysis, and materials for donor and partner reporting.
- Provides strategic contribution in project implementation by identifying challenges, propose management strategies, and support data-driven decision-making.
- Facilitate coordination and communication among advisors, partners, and government stakeholders; organize and lead project M&E meetings and field visits.
- Develops and maintains strategic activities and networks with Project Steering Committee /Project Technical Committee, and RN Cluster’s M&E Working Group.
- Provide effective documentation, translation, and preparation of materials for coordination meeting, events, and reporting in both English and Indonesian.

Job Requirements
- Bachelor or Master’s degree in forestry, environmental science, social science, or a re-lated field.
- Minimum 3 years of professional experience in M&E, forestry policy, institutional support, or climate change mainstreaming (REDD+/FOLU Net Sink, gender, SDGs, One Data).
- Experience in working environment with technical/bilateral cooperation.
- Experience in facilitating processes related multi-stakeoders forum.
- Strong managerial, communication skills, ability to work independently with limited resources and proficiency in English and Bahasa Indonesia.
- Willingness to travel extensively, and ability to work effectively in diverse cultural contexts.
