Monitoring, Evaluation and Learning (MEL) Officer

Project: Inclusive and Climate Resilient Management of Indonesia’s Blue Swimming Crab Fishery

Location: Bandung, West Java

Contract Duration: 6 months, renewable

Reporting to: Associate Program Manager

Position Objective

The MEL Officer will support the implementation of the Inclusive and Climate Resilient Management of Indonesia’s Blue Swimming Crab Fishery project in the North Coast of West Java, Indonesia by designing and managing an adaptive monitoring, evaluation, and learning system. This role ensures that data and insights are used strategically to inform decision-making, donor reporting, and program improvement in coastal and marine areas vulnerable to climate change.

About the Project

Starling Resources is implementing the Inclusive and Climate-Resilient Management of Indonesia’s Blue Swimming Crab (BSC) Fishery project. The project aims to strengthen BSC governance in West Java and expand its economic opportunities by making the fishery more climate-adaptive, inclusive, and resilient. It addresses the declining sustainability of the fishery—marked by shorter fishing seasons, reduced catches, and degraded habitats—while tackling gender and social inequities that limit the participation and benefits of women, youth, and people with disabilities in the value chain. By combining inclusive governance, climate-resilient practices, and value-chain improvements, the project seeks to empower local fishers and processors, enhance product quality and value, and protect the ecosystems that sustain them.

Key Responsibilities

  • Develop and implement a MEL framework aligned with the donor guidelines.
  • Design data collection systems to gather the project result and impact
  • Analyze quantitative and qualitative data to produce periodic reports and strategic recommendations.
  • Prepare MEL reports for the donor, including quarterly, annual, and case studies.
  • Support adaptive management by integrating learning into program cycles.
  • Train field staff and local partners in data collection and reporting.
  • Work with the donor to provide necessary data and information needed to fulfil the donor bigger indicators

Requirements

  • Bachelor’s or Master’s degree in Statistics, International Development, Social Sciences, Environmental Studies, or related fields.
  • Minimum 3 years of MEL experience, preferably in conservation, climate adaptation, or coastal development.
  • Experience with donor-funded MEL systems (USAID, FCDO, etc.).
  • Proficiency in data analysis tools (Excel, SPSS, KoboToolbox, etc.).
  • Strong communication skills in both Bahasa Indonesia and English.
  • Ability to produce clear, concise, evidence-based reports.
  • Familiarity working with team with diverse background, and engage with the local government and coastal communities.
  • Candidate based in Bandung are preferable since there will be frequent travel to project sites in the north coast of West Java and coordination with the West Java Provincial Marine and Fisheries Affair.
