Position Summary

The MEL Specialist supports KEM’s Monitoring, Evaluation, and Learning agenda through a combination of technical MEL tasks and strong administrative and coordination responsibilities. The role ensures high-quality data management, tracks coalition-wide progress, and supports learning processes across KEM’s Working Groups (WG), VC3 (Value Chain Collaboration Canvas) initiatives, and jurisdictional programs.

This position is ideal for early-career professionals with solid MEL foundations who want to grow in systems change, coalition MEL, and cross-sector collaboration.

Key Responsibilities

Technical MEL Responsibilities

1. MEL Framework Development & Implementation

  • Support the development and refinement of KEM’s MEL Framework, including indicators for: systems change, collaboration quality, VC3 project portfolios, jurisdictional readiness and progress.
  • Work with the MEL Consultant, Secretariat, and the Impact Monitoring & Reporting Working Group to ensure alignment across coalition goals.

2. Data Collection & Analysis

  • Conduct mixed-methods data collection (qualitative and quantitative) across working groups, partners, and programs.
  • Maintain consistent and accurate data tracking across VC3 companies, jurisdictions, and coalition initiatives.
  • Manage verification of selected data points through follow-up with members and partner organizations.

3. Data Infrastructure & Knowledge Management

  • Maintain and improve KEM’s data systems using tools such as Google Workspace, spreadsheets, simple survey tools (e.g., Kobo, Google Forms), and database trackers.
  • Ensure proper documentation, versioning, and secure storage of MEL data and knowledge assets.

4. Monitoring & Reporting

  • Consolidate data to measure quarterly and annual progress against KEM indicators.
  • Produce clear, concise documentation for internal teams and public stakeholders.
  • Prepare quarterly progress summaries for the Executive Board, WGs, and partners.

Learning Facilitation

  • Assist in preparing materials and documentation for reflection sessions, After Action Reviews, and cross-WG learning discussions.
  • Track learning recommendations and follow-up actions.
  • Help disseminate findings to members through briefs, infographics, or internal memos.

Coalition Collaboration & Stakeholder Support

    • Coordinate smooth information flow between Secretariat, WG members, and external partners.
    • Support meetings of the Impact Monitoring & Reporting WG: scheduling, follow-ups, and documenting bottlenecks.
    • Maintain strong relationships with partners while applying diplomacy, clarity, and neutrality.

The MEL Specialist is responsible for supporting delivery of:

  • Quarterly MEL Dashboard Updates (coalition-wide progress indicators).
  • Annual Coalition-wide Reflection & Learning Report, integrating insights from all WGs.
  • Updated Indicator Sets for VC3 project portfolios and jurisdictional work (annual revision).
  • Quarterly WG Performance Monitoring, including follow-up with WG coordinators.
  • Updated data repositories every month, maintaining accuracy and completeness.

Qualifications

Essential

  • Bachelor’s degree in Social Sciences, Development Studies, Public Policy, Economics, or related fields.
  • At least 2 year of professional experience in MEL, research, data management, OR program support (development/nonprofit preferred).
  • Basic ability to apply mixed-methods data collection and analysis (qualitative + quantitative).
  • Strong administrative skills, especially in budgeting, reporting, and coordinating multiple stakeholders.
  • Strong writing skills in both Bahasa Indonesia and English.
  • Ability to synthesize information from different sources into clear insights.
  • Comfortable working with data tools (Google Sheets, data collection tools, basic dashboards).
  • Ability to manage multiple tasks with attention to detail and deadlines.

Preferred

  • Experience working in coalitions, multi-stakeholder platforms, or systems change initiatives.
  • Understanding of issues related to climate, sustainable development, or bioeconomy.
  • Prior experience supporting learning events or reflection processes.
