Natural Resources Environment – Biodiversity – Climate Project Officer
Which team will you be joining?
The Agence française de développement (AFD, French Development Agency) is a public financial institution wholly owned by the French State, which implements France’s solidarity investment policy in approximately 150 countries worldwide. The AFD has been active in Indonesia since 2007 under a “green and inclusive growth” mandate (focused on climate and the environment). This mandate has led to the implementation of nearly €4 billion in financing using all of the AFD’s tools (public policy budget financing, sovereign and non-sovereign loans, credit lines, expertise), PROPARCO (the AFD’s subsidiary dedicated to the private sector), and Expertise France (the AFD’s subsidiary dedicated to technical assistance). In less than 20 years, Indonesia has become one of the AFD Group’s main country counterpart.
AFD’s activities aim to support Indonesia in its low-carbon trajectory by leveraging all of the AFD Group’s tools with ambitious objectives in terms of volume (€300 million in new commitments per year), climate co-benefits (75%), and partnerships (co-financing, research, and knowledge sharing).
The Jakarta office has 13 staff members, including 3 senior expatriate, 3 Indonesian operational officers, 3 Indonesian administrative staff, and 2 international volunteers. It reports to AFD’s Southeast Asia Regional Directorate in Bangkok and to AFD’s Asia Directorate in Paris. AFD’s offices in Indonesia are located in Plaza Indonesia in Jakarta.
The working languages in the company are English and French.
What will your role be?
Your main responsibilities
Working with the project managers of the AFD team in Jakarta (responsible for projects in Energy, Natural Resource Management, Sustainable Urban Infrastructure, the Financial Sector, and Non-Sovereign Finance), and reporting directly to the agency’s management, you will be responsible for identifying, coordinating, and operationally managing a portfolio of projects in the natural resources sector (environment, biodiversity, agriculture, resilience to natural hazards, carbon finance, etc.), financed through sovereign loans to the Indonesian government and non-sovereign loans to Indonesian state-owned enterprises.
Your Activities
Management, Development, and Monitoring of Operational Activities
– Prospecting and identifying opportunities within the designated sectors
– Participating in the preparation, evaluation, and formalization of projects
– Monitoring project execution (including risk assessment) and overseeing contracts awarded directly by the agency
– Monitoring the portfolio in terms of regulatory and financial risk, in conjunction with the regional middle office team
– Participating in the project team, in conjunction with AFD headquarters and / or the Regional Directorate in Bangkok
– Organizing and supporting supervisory missions for the agency, the Bangkok Regional Directorate, or AFD headquarters, including technical meetings and mission debriefings, in Jakarta and in Indonesia provinces
– Ensuring consultation with AFD subsidiaries (Proparco and Expertise France) in the relevant areas of activity
Constant and close consultation with AFD partners within the framework of its activities
– Establish and maintain contacts with the agency’s local partners (national and local authorities, public agencies and companies, counterparties, the French Embassy, donors, French local authorities, French public research institutes, NGOs, businesses, etc.)
– Represent the AFD with national authorities, service providers, and other technical and financial partners, particularly in sectoral consultations
Coordination of cross-cutting issues
– Monitor project programming by the Ministry of National Development Planning (Bappenas) and technical ministries (environment, forestry, agriculture, etc.)
– Conduct sectoral monitoring of environmental and climate issues, particularly current topics in Indonesia and the Southeast Asia region (implementation of the Paris Agreement by Indonesia, deforestation, pollution, etc.)
– Monitor AFD-funded projects supporting French NGOs and local authorities in Indonesia in the fields of environment and climate
Contribute to the agency’s intellectual output and participate in Facilitating Sectoral Dialogue
– Monitoring the implementation of technical assistance projects
– Developing intellectual output initiatives
– Conducting sector monitoring and producing summary reports
– Participating in internal Sectoral Platforms (SFPs) to gain experience and contribute expertise
– Implementing the group’s sectoral strategy at the country level
– Contributing to AFD’s sector-specific communications, in conjunction with the regional office in Bangkok
Your Experience and Profile
– Engineering degree or Master’s degree in a field related to natural resource management, the environment, or climate
– Proven professional experience in the field of natural resources, the environment, or climate, particularly within an international institution
– Knowledge of the workings of Indonesian public operators would be an asset
– Experience with the operational procedures of donors (project cycle, project evaluation, procurement,
contract monitoring, etc.)
– Strong interpersonal skills and the ability to drive dialogue in a multicultural environment
– Strong adaptability and facilitation skills
– Rigor in methods, project monitoring, and communication
– Excellent written and oral communication and summarization skills
– Required language skills: complete fluency in Bahasa Indonesia, excellent professional English skills (spoken and written). French skills are an asset but not required.
