The Agence française de développement (AFD, French Development Agency) is a public financial institution wholly owned by the French State, which implements France’ solidarity investment policy in approximately 150 countries worldwide.

The AFD has been active in Indonesia since 2007 under a “green and inclusive growth” mandate (focused on climate and the environment). This mandate has led to the implementation of nearly €4 billion in financing using all of the AFD’s tools (public policy budget financing, sovereign and non-sovereign loans, credit lines, expertise), as well as those of PROPARCO (AFD’s subsidiary dedicated to the private sector) and Expertise France (AFD’s subsidiary dedicated to technical assistance). In less than 20 years, Indonesia has become one of the AFD Group’s largest exposures.

AFD’ strategy aims to support Indonesia in its low-carbon trajectory by leveraging all the tools of the AFD Group with ambitious objectives in terms of volume (€300 million in new commitments per year), climate co-benefits (75%), and partnerships (co-financing, research, exchange of experience). AFD’ strategy, in line with Indonesia priorities, has 4 main objectives: promotion of renewable energies and energy efficiency; preservation of natural resources, and sustainable management of oceans and coastal areas; improvement of sustainable urban infrastructures and collective services; green finance.

The Jakarta office has 13 staff members, including 3 senior expatriates, 3 Indonesian operational managers, 3 Indonesian administrative staff, and 2 international volunteers. It reports to AFD’ Southeast Asia Regional Directorate in Bangkok and to AFD’s Asia Directorate in Paris.

AFD’s offices in Indonesia are located in Plaza Indonesia in Jakarta.

What will be your role?

We are looking for a Project Officer to develop activities in Indonesia in the field of green finance, including banking and financial sector, public finance, non-sovereign financing, and SOE reform towards more sustainable practices.

AFD intervenes in the financial sector in Indonesia through different tools, such as credit lines to public banks, loans to the Government for programs of reforms or guarantees, grants for technical assistances, capacity building, and research supports. AFD works with the financial institutions and the banking sector in order to promote green investments and sustainable finance. Some projects are cofinanced with other donors and with the support of the European Union. The development of sustainable finance will be a major focus of our activity for the coming years in Indonesia.

AFD also looks for being more active in non-sovereign financing (e.g., green corporate financing in public utilities) and more involved in SOEs reform programs, in the broad context of the Just Energy Transition Partnership and the needs of diminishing the carbon footprint. The leverage potential of supporting the greening of the financial, banking and main SOEs sectors is key to achieve the objectives of a low-carbon economy.

Key missions

The Project Officer, under the authority of the Agency Management (Country Director and Deputy Country Director), will ensure the operational monitoring of the whole portfolio of existing projects and the identification of new projects in the financial, banking and SOEs sectors. Projects may be using sovereign, non-sovereign, guarantee, grant financings, depending on the project or program design.

The activities include financial analysis of banks and assessment of the projects, participating in the drafting and presentation of project concept notes, preparation of disbursements, analysis of requests for waivers, monitoring of the covenants of the projects, reviewing public procurement processes and contract management, technical review of project documentation, developing knowledge management solutions. The activities will be conducted in close collaboration with AFD’s Green finance Task Team leader based in Bangkok or in Paris and with other colleagues (from headquarters and regional directorate).

He/She will be in charge of developing quality professional contacts and managing day-to-day relations with AFD’s partners, including at high level, ministries and public institutions.

The Project Officer will also ensure an overall monitoring and support on subjects related to the financial sector, the banking system (including the central bank and the bank regulator), and SOEs (non-sovereign projects or sovereign programs).

The Project Officer will also have regular contacts with PROPARCO representatives based in Bangkok, to develop the mutual knowledge and synergies between public and private financing.

Main activities

  1. Pilot the operational management of the project portfolio and identify new operations
  • Prospect and identify relevant operations within the dedicated sectors (banking and financial sector, public finance, non-sovereign financing, SOE reforms);
  • Contribute to the appraisal, evaluation, and formalization phases of projects;
  • Monitor the execution of projects (both technical and financial aspects) and related public procurement processes;
  • Organize and support the due diligence and supervision missions of the agency or Head Office;
  • Ensure timely project disbursement, including the processing of disbursement requests and verification of compliance with applicable disbursement conditions.
  • Ensure proper archiving of legal files related to the projects concerned (financing agreements, amendments, etc.).

2. Ensure the follow-up of cross-cutting subjects

  • Conduct a sectoral monitoring on the financial and banking sector in Indonesia, including developments in green public finance and climate-related financial regulations;
  • Monitor and analyze the activities of key SOEs and banks relevant to AFD’ strategic positioning;
  • Contribute to the reflections on the country strategy and sector strategies;
  • Support AFD’s visibility and communication efforts in the sector, in coordination with the regional management in Bangkok and the French Embassy.

3. Stakeholder management and engagement

  • Collaborate with the AFD Jakarta team, Task Team Leaders from headquarters and the regional office, and other sectoral teams within AFD;
  • Establish and maintain partnerships with public authorities, financial institutions, SOEs, development partners, and other key stakeholders;
  • Represent AFD in external meetings, events, and sectoral working groups at national and regional levels.

Conditions of employment

  • Location: Jakarta.
  • Contract: established with Persolkelly, HR service provider of AFD in Indonesia.
  • Working days: 5 days per week.
  • Compensation: negotiable, depending on the level of education, experience and skills of the candidate.
  • Expecting starting date: January 2026.
