Project Officer, Commo, and Logistic Assistant in Lhokseumawe – Aceh

Project Overview

Islamic Relief Indonesia is currently implementing the House Reconstruction for Poor Families – Phase 3 (HORPF 3) project, reaffirming its commitment to supporting vulnerable communities affected by inadequate housing and disasters. This phase focuses on building safe, dignified, and earthquake-resistant homes for poor and vulnerable families, particularly in Lhokseumawe City, Aceh.

Beyond physical reconstruction, the project seeks to restore dignity, strengthen community resilience, and ensure that the most marginalized families have access to secure and decent living conditions. Community participation is central to the project, with vulnerable voices actively involved at every stage—from identification and planning to implementation and monitoring.

In collaboration with local stakeholders and partners, Islamic Relief Indonesia is committed to upholding international humanitarian standards, including the Core Humanitarian Standard (CHS) and SPHERE Standards, while also integrating essential Water, Sanitation, and Hygiene (WASH) components. A robust Complaints and Feedback Mechanism (CFM) will be reinforced to ensure transparency, accountability, and meaningful stakeholder engagement.

By addressing both physical infrastructure and social inclusion, HORPF 3 aligns with Islamic Relief’s broader mission to empower communities and promote sustainable, resilient futures.

For this project, Islamic Relief Indonesia is seeking:

1. PROJECT OFFICER

This role is responsible for planning and overseeing housing construction and rehabilitation activities, ensuring technical quality, safety, and adherence to disaster-resilient standards. It involves supervising partner technical teams, engaging communities and local authorities, and promoting inclusive participation. The position includes monitoring project progress, conducting field visits, reporting, and providing administrative and logistical support. It also entails coordination with internal teams and stakeholders, along with performing other related tasks as assigned.

Requirements:

  • Bachelor’s degree in Civil Engineering, Architecture, or a related field.
  • At least 1–2 years of experience in project management, ideally in housing or community development.
  • Good understanding of housing construction, design, and site supervision.
  • Familiar with local building rules, safety standards, and community-based construction methods.
  • Skilled in Microsoft Office; AutoCAD is required; other engineering software is a plus.
  • Strong communication, organization, and teamwork skills.
  • Able to work independently or with a team in challenging situations.
  • Motivated, able to handle multiple tasks, and committed to humanitarian values.
  • Fluent in both Bahasa Indonesia and English.

2. COMMUNITY MOBILIZER

The role focuses on engaging and mobilizing Right Holders throughout the housing construction process, ensuring their active participation, understanding, and ownership by providing guidance, administrative assistance, and support with banking and documentation. It involves close coordination with community members and local stakeholders to foster collaboration, monitor implementation progress, address challenges, and gather feedback for program improvement. The position also requires maintaining comprehensive documentation and reporting, supporting events and trainings, and contributing to overall program success through teamwork and field-based insights.

Requirements:

  • Diploma (D3) or Bachelor’s degree in Social Work, Community Development, or a related field.
  • 1–2 years of experience working with communities, ideally in housing, disaster response, or social programs.
  • Good communication and facilitation skills, especially with rural or vulnerable groups.
  • Able to work independently, solve problems, and build good relationships.
  • Knows the local culture and preferably speaks Acehnese.
  • Can use basic computer programs like Word and Excel.
  • Lives in or knows the Lhokseumawe area well.
  • Has experience with admin tasks or running community projects.
  • Understands local community structures and how to work in a sensitive and respectful way.

3. LOGISTIC ASSISTANT

This role provides comprehensive administrative, logistics, and procurement support to all program teams in Aceh. Key responsibilities include managing documents, organizing events, handling procurement and vendor coordination, maintaining inventory and asset records, overseeing transport and office supplies, and ensuring effective communication between field sites and stakeholders. The position also ensures compliance with organizational policies and audit standards, contributing to smooth and efficient project implementation.

Requirements:

  • Diploma (D3) or Bachelor’s degree in Business, Logistics, or similar.
  • 1–2 years of admin or logistics experience, ideally in NGOs.
  • Organized, detail-oriented, and good at managing time.
  • Skilled in Microsoft Office and online tools.
  • Quick to learn internal systems (e.g., procurement, inventory).
  • Good communication and teamwork skills.
  • Honest, responsible, and able to keep information confidential.
  • Familiar with Aceh’s context and willing to travel if needed.
  • Can work with multiple teams and committed to humanitarian values.
  • Fluent in Bahasa Indonesia and English.
