QUALITY IMPROVEMENT (QI) OFFICER – WEST JAVA

Overview:

Jhpiego seeks 3 (three) Quality Improvement (QI) Officers to support the MOMENTUM Country and Global Leadership (MCGL) project in the district-level implementation areas. MCGL is a strategic investment that partners with governments to improve maternal, newborn, and child health (MNCH) outcomes by strengthening health systems, enhancing service delivery, and building local capacity.

 

The QI Officer will be responsible for supporting the implementation of MNH Quality Improvement (QI) Collaborative activities at the district level. Working under the supervision of the QI Specialist (Provincial), this position will work directly with district stakeholders, including district health offices, hospitals, primary health centers, and professional organizations. The role focuses on ensuring effective implementation of QI activities in line with national guidelines and the project’s MNH QI strategies.

 

Location: Kab. Bandung, Kab. Bogor, Kab. Garut

Reports to: Quality Improvement (QI) Specialist – Provincial Level

 

Responsibilities:

  • Support the implementation of MNH QI Collaborative activities at the district level, ensuring alignment with national and provincial strategies.
  • Work directly with district health offices (DHO), hospitals (RSUD, private hospitals), and primary health centers to facilitate QI processes.
  • Assist health facilities in forming and strengthening QI teams and guide them in conducting regular QI activities, including problem identification, root cause analysis, and solution development.
  • Facilitate and support the implementation of QI coaching, mentoring, and learning sessions at the district level to promote shared learning among facilities.
  • Provide technical assistance to facility-based QI teams in the use of data for decision-making, including data analysis, visualization, and interpretation related to MNH indicators.
  • Collaborate with the MEL team to ensure timely and accurate data collection from health facilities, and support the use of data to track progress and inform improvements.
  • Support district-level coordination meetings, workshops, and technical discussions with local stakeholders to strengthen ownership and commitment for QI activities.
  • Assist the QI Specialist (Provincial) in preparing TORs, budgets, and administrative requirements for QI activities at the district level.
  • Document QI activities, including meeting notes, activity reports, success stories, and challenges, and submit them in a timely manner.
  • Support advocacy efforts to promote the adoption and institutionalization of successful QI practices within the district health system.
  • Ensure alignment and coordination with other technical interventions led by the MNH Technical Advisor, the QI Specialist, and other MCGL project teams.
  • Maintain strong communication and collaboration with stakeholders including the DHO, hospital management, professional organizations, and other development partners in the district.
  • Participate in capacity-building activities, including basic QI skills training and refresher workshops for health facility staff.
  • Support the presentation of QI progress and outcomes in routine district-level coordination meetings (e.g., POKJA) and advocate for scale-up or replication where appropriate.
  • Carry out other duties related to QI as assigned by the QI Specialist (Provincial) or the MNH Technical team.

 

Qualifications:

  • Clinical background preferred (General Practitioner, Midwife, Nurse, or related health professional).
  • Minimum 3 years of experience working in MNCH programs at the district or facility level.
  • Strong understanding of the Indonesian health system, particularly at the district and facility levels.
  • Experience working directly with district health offices and health facilities (public and private).
  • Familiarity with Quality Improvement principles, methodologies, and tools is an advantage.
  • Demonstrated experience in facilitating meetings, coaching, or mentoring health facility staff.
  • Good interpersonal and communication skills to work effectively with government partners and facility teams.
  • Experience with data collection, management, and basic data analysis for program monitoring.
  • Good organizational skills and the ability to manage multiple tasks under tight deadlines.
  • Able to write clear reports and document activities effectively in Bahasa Indonesia (required) and English (preferred).
  • Willingness to travel frequently within the assigned district and occasionally to the provincial level.
