Quality Improvement (QI) Specialist – National
Overview:
Jhpiego seeks a Quality Improvement (QI) Specialist – National Level to support the Reaching Impact, Saturation, and Epidemic control (RISE) project to accelerate the reduction of maternal and newborn mortality and morbidity in targeted districts in Indonesia, with a primary focus on reducing maternal mortality. RISE will work at both the facility and community levels, focusing on lifesaving interventions to reduce postpartum hemorrhage (PPH), pre-eclampsia/eclampsia (PE/E) and newborn asphyxia (the three leading causes of maternal and newborn deaths in Indonesia); critical maternal and newborn health (MNH) services.
The QI Specialist – National will work closely with the MNH Technical Director and MNH Technical Advisor to monitor, coordinate, and support the implementation of MNH Quality Improvement (QI) activities across all intervention districts. This role ensures that QI strategies are effectively executed in alignment with national guidelines, project strategies, and sub-national implementation capacity.

Responsibilities:
- Collaborate closely with the MNH Technical Advisor to monitor the progress and quality of MNH QI implementation across all intervention districts, ensuring alignment with national priorities and project objectives.
- Support the MNH Technical Director and MNH Technical Advisor in planning, preparing, and ensuring the smooth execution of MNH QI activities in line with RISE and MCGL strategies, including phased expansion of MNH QI collaboratives.
- Provide national-level technical oversight for the expansion and strengthening of MNH QI collaboratives, including the integration of additional public and private hospitals and public primary health centers into existing QI platforms.
- Ensure that MNH QI activities are aligned with the national MNH QI strategy and contribute to Ministry of Health goals for improving maternal and newborn health outcomes, particularly reduction of postpartum hemorrhage, pre-eclampsia/eclampsia, and newborn asphyxia.
- Provide technical guidance and support to provincial and district teams in implementing QI collaborative processes, including facility-based QI initiatives, coaching, emergency drills, mentoring, and learning sessions.
- Support the standardized implementation of bundled care approaches for normal delivery, essential newborn care, and management of priority maternal and newborn complications across RISE-supported facilities.
- Coordinate and support periodic national-level learning and knowledge-sharing sessions to disseminate best practices, lessons learned, and emerging evidence from MNH QI collaborative implementation.
- Work closely with technical sub – national team in supporting facility readiness for maternal and newborn emergencies through structured supervision, mentoring, onsite coaching, and emergency preparedness activities, ensuring services are delivered according to established standards.
- Provide national-level coordination and technical support for strengthening Maternal and Perinatal Death Surveillance and Response (MPDSR), including oversight of maternal and perinatal death audit strengthening in collaboration with professional organizations and partners.
- Work with MNH technical director and MNH technical advisor to provide guidance on integrating structured case reviews at primary health care level for referral and complication cases, including pre-eclampsia/eclampsia, postpartum hemorrhage, and neonatal asphyxia, to strengthen routine QI processes, clinical accountability, and coordination between primary and referral levels of care.
- Support the introduction, coaching, and scale-up of the WHO Labour Care Guide (LCG) within MNH QI collaborative facilities, ensuring alignment with national intrapartum care standards and professional association engagement.
- Work with district health offices to strengthen basic QI skills among providers at MNH QI facilities, including those newly added under RISE project, with emphasis on data use, performance review, and continuous quality improvement.
- Support identification, development, and standardization of district-based MNH QI mentors, including strengthening their clinical competencies, advanced QI skills, and capacity for facility-based mentoring to support sustainability and future scale-up.
- Work with MNH technical director and MNH technical advisor to develop technical input and coordination for the design and implementation of a hub-and-spoke MNH QI model, strengthening structured learning, mentoring, referral and counter-referral, and data-driven improvement between hospitals and primary health centers.
- Collaborate with the Digital Health Officer and MEL team to ensure accurate, timely, and effective data collection, management, analysis, and use to support QI processes, decision-making, and performance monitoring.
- Support sustainability of MNH QI implementation by contributing to coordination with academic institutions, professional associations, and regional partners to institutionalize QI learning, mentoring, and data analysis functions.
- Contribute technical input to the review, refinement, and finalization of the national MNH QI Collaborative guideline, ensuring consistency with implementation experience from RISE-supported districts and alignment with Ministry of Health priorities.
- Support the organization of workshops, and learning sessions at national and sub-national levels, ensuring high-quality facilitation, documentation, and knowledge exchange.
- Assist in developing Terms of Reference (TORs), technical materials, and guidance documents to support MNH QI activities at national and district levels.
- Support documentation of all QI-related activities, including reports, success stories, lessons learned, and best practices for internal use, donor reporting, and dissemination.
- Foster strong coordination and communication between national, provincial, and district teams to ensure effective implementation, learning, and sustainability of MNH QI activities.
- Perform additional tasks as assigned by the MNH Technical Director and MNH Technical Advisor to support overall project objectives.
Required Qualifications
- Clinical professional: general practitioner/midwife/nurse/ public health (preferable)
- Minimum 6 years of experiences working in the technical area of MNCH
- Strong knowledge on Indonesia health system at all levels and experience working around it.
- Strong knowledge of key relevant stakeholders in the area of MNCH and possessing good network.
- Experience in developing training materials and delivering training.
- Ability to design, analyse, and be strategic in the implementation of project activities.
- Excellent writing and oral presentation skills, including report writing and dissemination.
- Excellent interpersonal skills and ability to work in a multi-cultural environment.
- Ability to work under tight deadlines on competing priorities.
- Written and spoken fluently in English and Bahasa Indonesia.
- Ability to travel in districts and province.
