RFP: Our Tea Our Voice (OTOV) Midterm Evaluation in Indonesia
Background on the project
Our Tea Our Voice is a 3-year multi-country programme, funded by GIZ through their ‘Feminist and Fair supply chain’ grant, and receiving match funding from three member companies. The programme is implemented in three countries: Kenya, Rwanda, and Indonesia, in partnership with various stakeholders.
Through this programme, ETP and our partners acknowledge that complex change can only be achieved if approached in a holistic and participatory way: if women/youth tea farmers and workers are to thrive, they must be free to engage in tea value chains equally, fairly and productively. This requires adopting leadership models that value women’s lived experience, knowledge, and skills.
Our Tea Our Voice’s theory of change acknowledges that complex change can only be achieved if approached in a holistic and participatory way and identifies three key spheres of change:
- At an individual level, we envisage a sector where women have the capability to hold leadership positions.
- At a relational level, we are looking to change power dynamics so that women leaders are valued in all spheres of their lives by all community members. This includes at a workplace, level, within communities which produce tea and within those respective households.
- At a structural level, we wish to see leadership forums meaningfully collaborating with women leaders on decision-making.
Our Tea Our Voice in Indonesia
Indonesia’s tea sector relies heavily on women, yet they remain underrepresented in leadership due to deep-rooted gender norms, economic insecurity, and structural barriers. In estates like PT. PN I Regional II Kebun Sedep, women often work under precarious contracts, face a double burden of domestic and field work, and have limited upward mobility. These inequalities made Indonesia a priority for Our Tea Our Voice (OTOV), aiming to promote gender equity and women’s leadership.
OTOV in Indonesia focuses on three areas: building women’s leadership confidence, encouraging supportive workplace and community relationships, and reforming structural barriers such as inactive gender committees and unequal employment policies. Partnerships with unions, local leaders, and management help advance inclusive leadership and institutional change.
OTOV uses a participatory, two-phase baseline approach tailored to the Indonesian context. It combines research on gender norms and leadership structures with community-led data gathering and stakeholder engagement. The design identified local champions, such as female afdeling admins, and works with unions and management to ensure the program reflects on-the-ground realities and gains the company and community support.
Monitoring, Evaluation and Learning approach on Our Tea Our Voice
The Our Tea Our Voice programme follows a ‘Reach, Benefit, Empower’ MEL framework: for each of the approaches that we aim to implement, we are aiming to monitor who is being reached by our activities, how they directly benefit from these, and how, in turn, it results in our target group feeling empowered.
Each of the Our Tea Our Voice sphere of change (Individual, Relational, Structural), will be monitored through a set of indicators following the ‘Reach, Benefit, Empower’ framework. This framework is accompanied by six key MEL principles which demonstrate ETP’s commitments to responsible data management, and participation of the project’s participants in MEL activities.
Objectives of Consultancy
Overall objective
The overall objective of this consultancy is to conduct an independent midterm evaluation of the “Our Tea Our Voice” program in Indonesia. The specific objectives are as follows:
1. Assess Progress & Effectiveness:
• Evaluate the program’s progress in [Country Name] towards achieving its intended outcomes within the three spheres of change (Individual, Relational, and Structural).
• Specifically assess progress against relevant logframe indicators associated with each sphere of change, as defined within the “Reach, Benefit, Empower” framework.
2. Identify Strengths, Weaknesses, Opportunities, and Threats (SWOT):
• Analyse the program’s implementation to identify key strengths, weaknesses, opportunities, and threats.
• Evaluate the effectiveness and efficiency of the program’s implementation and resource utilization.
3. Evaluate Relevance & Early Impact:
• Assess the relevance of the program to the country context and the needs of the target participants.
• Identify and assess early signs of impact of the program on individual capabilities, relational power dynamics, and structural changes within the tea value chain in Indonesia.
• Provide case stories that may suggest the onset of early impact across any of the spheres of change.
4. Evaluate the Piloted Women and Youth-Led Monitoring Approach:
• Assess the effectiveness of the piloted women and youth-led monitoring approach in [Country Name] in gathering program data and providing insights relevant to the “Reach, Benefit, Empower” framework and the three spheres of change.Document and analyze the experiences, challenges, and lessons learned by the women and youth monitors involved in the pilot in Indonesia, including their perspectives on data collection, analysis, and contribution to program understanding.
5. Provide Actionable Recommendations:
• Provide clear and actionable recommendations for program adjustments and improvements for the remaining implementation period.
Roles and responsibilities Stakeholder Role / Responsibility
Consultant
• Conduct a desk review of all necessary documents.
• Deliver an inception report to describe methodology and work plan.
• Design tools and samples for data collection
• Conduct data collection as agreed with ETP aligning to required ethical considerations.
• Analyse Data and share draft report for review
• Integrate comments and feedback from ETP.
• Finalise final evaluation report.
• Share all final versions of deliverables (including raw data)
• Hold regular meetings with ETP to share progress/challenges
Key technical skills and knowledge required
To undertake this assignment, ETP is looking for a team of consultant that combines the below expertise and skills:
• 5+ years’ experience of conducting evaluations for similar programmes and organisations,
• Proven expertise in qualitative and quantitative evaluation/research methods
• Experience of working on project supporting farmers’ or workers’ livelihood
– Extensive knowledge of the context in Indonesia
– Knowledge of the tea sector in Indonesia
• Understanding of challenges in the tea sector
• Understanding of challenges related to gender in agricultural commodities.
• Excellent analytical skills
• Excellent communication, and report writing skills.
