- ABOUT THE PROJECT
The Institute for Natural Resources, Energy and Environmental Management (IREEM), in consortium with the Himpunan Ahli Konservasi Energi (HAKE) and Traction Energy Asia, has been selected as one of the implementing partners for UK PACT Phase 2 in Indonesia. UK PACT (Partnering for Accelerated Climate Transitions) is a flagship programme under the UK’s International Climate Finance (ICF), jointly governed and funded by the Foreign, Commonwealth and Development Office (FCDO) and the Department for Energy Security and Net Zero (DESNZ).
The IREEM UK PACT Phase 2 project, titled Sustained (Scaling-Up Strategies for Transforming Actions in Energy Efficiency and Carbon Reduction in Buildings and Maritime Sectors), is implemented in close coordination with the Ministry of Energy and Mineral Resources (MEMR) and the Ministry of Transportation (MoT).
Running from April 2025 to December 2026, the UK PACT Indonesia Phase 2 programme aims to accelerate energy efficiency improvements and carbon reduction in Indonesia’s building and maritime sectors through strengthened institutional capacity, scalling up of energy management implementation, demonstration of innovative pilot projects, and development of enabling policies and regulations.
To support the effective implementation and communication of this initiative, IREEM is seeking a dynamic and experienced Senior Communication Officer to join the team and lead strategic communication, outreach, and visibility activities across the project.
- SCOPE OF WORK
Under the direct supervision of the Programme Manager (PM) and in close collaboration with the Monitoring, Evaluation, and Learning (MEL) Advisor and GEDSI (Gender Equality, Disability, and Social Inclusion) Advisor, the Senior Communication Officer will lead communication and visibility efforts for the project. The incumbent will also supervise the Junior Communication Officer.
Key Responsibilities
- Advocacy Strategy and Communication Plan
- Develop and implement a comprehensive advocacy and communication strategy aligned with programme objectives and donor visibility requirements.
- Identify strategic issues, key messages, audiences, and dissemination channels to effectively communicate program results.
- Produce compelling written materials, including 3 case studies (EE, LCT and GESI) and success stories, that highlight lessons learned, learning outcomes and impact stories.
Expected Outputs:
- Approved communication and advocacy strategy and implementation plan.
- Minimum of three (3) case studies (EE, LCT and GESI) and success stories published during the assignment period.
- Event Facilitation & Stakeholder Engagement
- Coordinate and facilitate high-level events, workshops, and media engagements.
- Develop event communication materials (e.g., media kits, talking points, key messages).
- Ensure visibility, strategic messaging, and media coverage during and after events.
Expected Outputs:
- At least two (2) major events successfully supported with full communication coverage.
- Event documentation and post-event media coverage reports.
- Content Review & Enhancement
- Review and assess existing communication materials for clarity, consistency, and alignment with the organization’s communication standards.
- Revise and enhance materials to ensure professional quality and relevance for target audiences.
Expected Outputs:
- Communication materials reviewed and improved.
- Updated communication templates and guidelines where relevant.
- Digital Content Creation & Management
- Lead the development of engaging digital content across platforms, including:
- Social media posts
- Infographics and short-form videos
- Case studies, newsletters, and knowledge products
- Support the management and analytics of digital platforms to enhance outreach and engagement.
Expected Outputs:
- Minimum of ten (10) high-quality digital contents produced and published.
- Monthly analytics report on digital engagement and audience reach.
- Final Communication Deliverables
- Oversee the preparation, editing, and quality assurance of final communication outputs for donors and stakeholders.
- Ensure branding and visibility guidelines are applied consistently across all materials.
Expected Outputs:
- Final set of communication deliverables meeting donor visibility and reporting standards.
- Advocacy Strategy Development & Implementation
- Develop and implement a targeted advocacy communication strategy to support local government budget allocation for energy management action plans, in close collaboration with MEL Specialist, Gender Expert, and respective Program Coordinators (PC) and respective Technical Experts (TAs).
- Create evidence-based advocacy materials including:
- Policy briefs highlighting economic and environmental benefits (incorporating MEL data and gender-responsive considerations)
- Budget justification documents with cost-benefit analyses (in coordination with TAs and PCs)
- Infographics and presentations for local government decision-makers
- Case study demonstrating return on investment (with gender-disaggregated data from MEL Specialist, Gender Expert, PCs and TAs)
- Support capacity building of Pokja members in advocacy communication and stakeholder engagement techniques.
- Ensure advocacy materials integrate gender-responsive messaging and evidence-based results from MEL framework.
Expected Outputs:
- Approved advocacy communication strategy document.
- At least two (2) advocacy engagement sessions with local government officials documented.
- Advocacy toolkit for Pokja members developed and distributed.
- Closure Communication Activities
- Lead communication activities related to project closure, including development of final reports, legacy materials, and public summaries.
- Highlight key achievements, impact stories, and lessons learned.
Expected Outputs:
- Final communication package summarizing project outcomes and impact.
- Capacity Building
- Conduct training sessions and mentoring for program staff and partners on advocacy and communication tools, protocols, and effective storytelling.
- Support consistent messaging and brand alignment across all programme communication efforts.
- Build capacity of advocacy teams/Pokja in developing persuasive communication materials for local government stakeholders.
Expected Outputs:
- At least one (1) internal capacity-building session delivered.
- Improved quality and consistency of communication outputs across the team.
- REQUIRED SKILLS AND EXPERIENCE
- University Degree in Journalism, mass communication, public relation or equivalent. Master degree will be an advantage.
- At least 5 years of relevant professional experience in communication.
- Experience with ODA funding restrictions.
- Knowledge of UK-Indonesia diplomatic sensitivities.
- Proven experience in advocacy communication and policy engagement, particularly with local government in Indonesia.
- Proven experience working with development project and working with government, especially with MEMR and MoT.
- Evident experience in liaising and co-operating with media journalist, government officials, NGOs and private sector.
- Excellent interpersonal communication skills.
- Strong communication approaches for planning, executing and monitoring communications strategies and action plan.
- Proven experience in managing and leading communications team.
- Excellent writing and editing skills in both English and Bahasa Indonesia.
- Ability to translate technical information into accessible advocacy materials for non-technical audiences.
