Senior Health Financing Specialist Consultant – Indonesia

OVERVIEW

ThinkWell is implementing the USAID Health Financing Activity (HFA) in Indonesia. ThinkWell and our partners work closely with our government counterpart, the Ministry of Health’s (MoH) Center for Health Financing and Insurance (Pusjak PDK), to improve the sustainability of the Government of Indonesia’s (GOI) financing for health and to improve capacity for strategic health purchasing. HFA is a technical assistance project designed to strengthen financial analysis, stakeholder engagement, learning, and decision-making capacity. HFA will support the MoH’s leadership and vision to improve financial protection, equitable access to quality health services, and health outcomes, especially in the priority areas of tuberculosis (TB), HIV/AIDS, and maternal and newborn health (MNH). The objectives of HFA are to improve the sustainability of the GOI’s financing for health and strategic health purchasing (SHP) mechanisms and capacities. Upon completion of the SHP Maternal and Newborn Health (MNH) pilot and the final evaluation phase in December 2023, HFA will finalize the analysis of the end-line survey in 2024. HFA will also continue to support the TB task force in conducting routine implementation monitoring and outcome evaluation through the end of the TB Financing Innovation Pilot period.

PURPOSE AND OBJECTIVE

HFA seeks a Senior Health Financing Specialist Consultant to provide expert oversight and technical assistance for monitoring and evaluation results under HFA’s SHP pilot activities for MNH and TB.

Job Location: This is a part-time, remote consultant position.

Timeline: Estimated level of effort is one (1) day per week between May and September 2024 (for a total of 16 days over a 5-month period).

SCOPE OF WORK

The consultant will undertake the following scope of work to assist the HFA team:

  • Provide technical assistance in P-care cohort data analysis for SHP MNH against three outcomes: Preeclampsia, Anemia, and Mother weight, including cost-saving analysis from the pilot
  • Provide technical assistance in analyzing routine system information on tuberculosis (SITB) based on the following indicators: TB notification and treatment completion.
  • Provide input and guidance to the team in selecting the appropriate statistical test based on the health financing concept and interpretation of the results.
  • Review and edit HFA documents and PowerPoints to ensure high-quality content. These include:
    1. Assist in choosing the appropriate visualization of graphs, tables, etc, including ensuring the framing message is aligned with the SHP and Health Financing concept.
    2. Assist in finalizing the online reports for MNH SHP and TB Financing Innovation Pilot.
    3. Other related tasks for monitoring and evaluating SHP pilot results, as requested by the team

Timeline and deliverables

The consultants will provide a maximum of 16 days total effort between May 1 and September 30, 2024.

The consultant will submit:

  • A progress report that shows the summary of tasks provided contributions to the scope of work above. This should be submitted every 25th of each month.
  • Supplemental documents (e.g. Excel files, PPT, and word documents) detailing the inputs provided to the team can also be submitted along with the monthly progress report.
  • Documented inputs to the online final reports for MNH SHP and TB Financing Innovation Pilot

Qualifications

The consultant should be a Ph.D. in in health economics and/or related fields. He/she has experience working in the health system, national health insurance, and health financing for at least 10 years.

In addition, the consultant will ideally possess the following qualifications:

  • Substantive, relevant work experience indata management, data analysis, health financing, and health policy in Indonesia;
  • In-depth understanding of current and emerging health financing policy and systems reforms inIndonesia;
  • Demonstrated capacity to triangulate and analyze various large datasets, including from variousgovernment sources’;
  • Demonstrated ability to write clearly and concisely in English and Bahasa, including example publications;
  • Extensive knowledge of health priority areas for HFA objective #2 (MNH, TB)
