Position Overview

Senior Programme Officer is responsible for the end-to-end management of training programmes for farmers and other beneficiaries. This role involves planning, implementing, and evaluating training activities, as well as managing participant data and logistics. Key responsibilities include building partnerships with local government and the private sector, advocating for sustainable practices, and ensuring farmer groups meet commodity standards. The Senior Programme Officer will also handle reporting, communication with key stakeholders, and continuous professional development.

Responsibilities

Program Management & Implementation

  • Training Programme Management Oversee the entire training program lifecycle from planning and implementation to evaluation, ensuring all program objectives are met.
  • Training Implementation Conduct training activities in line with the established work plan and instructions.
  • Activity Planning & Reporting Plan and organize capacity-building activities for farmers and institutions, including the types of training, participant numbers, and locations. Provide regular narrative and financial reports on programme activities.

Participant & Stakeholder Engagement

  • Participant Management Organize and manage data for prospective participants and project beneficiaries. Conduct pre-and post-training assessments, collect information, and prepare comprehensive analysis reports to evaluate training impact.
  • Farmer Group Strengthening Facilitate farmer groups in building partnerships with factories and securing market access and material support. Be responsible for farmer group capacity-building activities to meet sustainable commodity standards.
  • Partnerships, Strategy & Advocacy Build and maintain strategic partnerships with various stakeholders, including local governments, private sectors, and other institutions to ensure program sustainability. Advocate for sustainable policies and practices and identify potential third-party support (e.g. Government and CSR programs). Represent the organization in relevant national and international forums.

Logistics, Data & Communication

  • Logistical Preparation Prepare all necessary training materials and tools, including forms, supporting documents, data, and equipment for data collection and evaluation, in consultation with relevant coordinators.
  • Data Collection & Validation Collect, input, and ensure the quality and validity of all participant and beneficiary data, including initial information, training outcomes, and impact achieved.
  • Reporting & Communication Regularly communicate and share all findings and important information with the Programme Manager and District Coordinator.

Professional Development

  • Training Support Provide support as a trainer, facilitator, or in another additional role as needed and as directed by the Programme Manager.
  • Professional Development Actively participate in relevant training organized by other institutions, particularly those related to palm oil and other potential crops.

Other Duties: perform other relevant duties as assigned by the Programme Manager.

Qualification and Skill

  • Master/Bachelor’s degree in Agriculture/Plantation and/or equivalent professional qualification.
  • Minimum of 5 years of experience in sustainable commodity programme management, including interaction with the private sector, government, and civil society.
  • Understanding of biodiversity and sustainable palm oil industry practices.
  • In-depth understanding of sustainable commodity certification schemes, such as RA, ISPO, RSPO.
  • Experience in managing international donor grants and results-based reporting.
  • Leadership of cross-disciplinary teams and mentoring of junior teams.
  • Strategic communication and diplomatic skills in multi-stakeholder coordination.
  • Good command of spoken and written English.
  • Good communication and interpersonal skills.
  • Proactive in problem solving by consulting with supervisor and HR department.
