Program Background
The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role
The Strategy Manager – Transparency & Accountability will be an experienced program manager with expertise and well-developed networks and relationships in transparency and accountability in the justice and security sector. The Strategy Manager will be the main point of contact on a day-to-day basis with relevant GOI, GOA and CSO partners. The Strategy Manager will contribute to engagement strategies and work with partners on activity design and implementation. They will report on progress towards outcomes on a six-monthly basis and provide regular updates to DFAT and Bappenas as requested. Strategy Managers will work together collegiately and identify opportunities for collaboration between themselves and other development initiatives. They will be experienced in incorporating Gender Equality, Disability Equity and Social Inclusion into their activities and be a champion in promoting GEDSI.
The Strategy Manager will bring a proven record in engaging with and enabling partners to identify solutions to complex justice and security problems and a practical approach to managing events and activities.

About You
Specific Responsibilities
Program Development and Strategy
- Lead the development, implementation, and ongoing refinement of the Transparency and Accountability Engagement Strategy, ensuring strategic alignment with the priorities of the Government of Indonesia (GOI), DFAT, and AIPJ3’s End of Program Outcome (EOPO) 1.
- Design and advise on justice sector transparency reforms, legal information systems, and preventive anti-corruption initiatives.
- Provide technical leadership and political economy analysis to identify critical issues, define reform priorities, and design responsive activities grounded in evidence and stakeholder input.
- Ensure the integration of cross-cutting priorities including GEDSI, climate adaptation, and localisation into all strategy components.
Stakeholder Engagement and Partnerships
- Cultivate and manage strategic relationships with Indonesian oversight bodies (e.g. BPK, Ombudsman, KPK), legal policy institutions, CSOs, think tanks, and relevant DFAT and GOA partners.
- Support structured policy dialogues and exchanges between Indonesian and Australian institutions to enhance legal transparency and access to justice information.
- Convene and broker partnerships with reform-oriented actors across government, civil society, and academia to mobilise coalitions for greater integrity and accountability.
Program Management and Oversight
- Provide technical and operational oversight of strategy activities, ensuring coherence with AIPJ3’s program logic, quality of deliverables, and alignment with annual workplans.
- Provide technical oversight of partners and advisers contributing to this strategy, including ensuring quality assurance, contract compliance, and risk-responsive implementation.
- Support coherence between transparency-related initiatives and other policy priority areas, particularly commercial law, access to justice, and criminal justice reform.
Safeguards, Risk, and Compliance
- Monitor and manage contextual risks associated with institutional integrity, resistance to reform, and reputational challenges for AIPJ3 and DFAT.
- Ensure rigorous application of safeguarding standards, including prevention of sexual exploitation, abuse and harassment (PSEAH), child protection, and do-no-harm principles in all program activities and partnerships.
- Monitor contextual changes and emerging legal or political developments impacting the strategy, and update risk registers and mitigation plans accordingly.
Monitoring, Learning, and Communications
- Collaborate with the MEL team to ensure the strategy includes effective indicators, regular reflection points, and adaptive learning mechanisms.
- Provide technical inputs and insights to performance reports, policy briefs, and partner learning materials.
- Contribute to six-monthly reflections, annual planning, knowledge sharing, and documentation of lessons learned.
- Work with the Strategic Communications team to highlight achievements, reforms, and lessons learned in ways that support DFAT’s public diplomacy priorities.
Other Responsibilities
- Identify opportunities for knowledge sharing within Indonesia and regionally, as well as between Australia and Indonesia through Government-to-Government mechanisms.
- Undertake any other duties as reasonably assigned by the Justice and Security Lead or Team Leader in support of AIPJ3’s objectives
Selection Criteria
Essential Experience and Knowledge
- Postgraduate qualifications in Law and Justice or a related discipline or a Bachelor degree and extensive working experience in the area of expertise.
- Experience in developing and implementing activities through partnerships, grants, advocacy, dialogues, and events.
- Outstanding management and teamwork skills, with the ability to work collegiately across teams to achieve results and contribute ideas across the Partnership.
- Demonstrated achievement in developing and implementing GEDSI in justice and security.
- Demonstrated capacity to represent programs through presentations, speeches and official engagements.
- Practical experience and technical understanding of Australia and Indonesia’s Transparency & Accountability priorities and working with/for GOI ministries within relevant areas, including a keen sense of risk management.
- Practical understanding of relevant Australian Government agencies and institutions in Transparency & Accountability and how they are engaged.
- Strong analytical and report writing skills.
- Strong engagement skills with a wide range of government, civil society organisations, and other donor organisations; and a demonstrated ability to build effective relationships and communicate in a cross-cultural context.
