BACKGROUND

The Asia Foundation (TAF), with support from the Foreign, Commonwealth & Development Office (FCDO), is implementing the SETAPAK 4 program aimed at improving forest and land governance in Indonesia. SETAPAK 4 focuses on four key objectives:

  1. Improving access to forest assets for communities and vulnerable groups.
  2. Strengthening green financing initiatives for sustainable environmental management.
  3. Enhancing law enforcement in the forest and land use sector.
  4. Restoring and rehabilitating selected forest and land areas.

This assignment is part of TAF’s support to Forum Konservasi Leuser (FKL) in contributing to Output 4: Restoration and Rehabilitation of Selected Forest and Land Areas. Two priority infrastructure projects under this partnership include:

  • The construction of a two-story Training Center for Sustainable Commodities in Aceh Tamiang to support sustainable forest and land management through capacity building and training for local communities and social forestry groups.
  • The construction of an 80 km electric fence in East Aceh to mitigate human-elephant conflicts that have endangered both community livelihoods and the critically endangered Sumatran elephant population.
  • The construction of one-story accommodation facility in the Cocoa Development Center in East Aceh.

The success of these infrastructure projects is critical to achieving SETAPAK 4’s restoration targets, improving community resilience, and contributing to long-term forest protection and biodiversity conservation in Aceh.

PURPOSE OF ASSIGNMENT

The consultant will serve as Senior Engineering Advisor providing comprehensive technical oversight, including the review of Feasibility Studies (FS), Detailed Engineering Design (DED) documents, tender processes, and construction supervision for the training center and accommodation facility buildings and the electric fence. The consultant will ensure technical adequacy, quality control, and effective implementation that aligns with TAF, FCDO, and the Government of Indonesia’s standards.

 

SCOPE OF WORK[1]

The consultant will be responsible for the following tasks and outputs. The consultant’s outputs—such as review reports and technical docs—are intended to inform TAF’s oversight function and not replace FKL’s contractual obligations in delivering the infrastructure.

  1. Technical Document Review
  • Conduct detailed reviews of Feasibility Study (FS) and Detailed Engineering Design (DED) documents prepared by FKL and/or their consultants for the electric fence and the DED for accommodation facility at the cocoa development center.
  • Provide technical feedback, identify gaps, and recommend necessary revisions to ensure the designs meet safety, and quality standards.
  • Ensure that documents adequately address technical viability and regulatory requirements.
  1. Tender Oversight
  • Review the tender documents (including the terms of reference/TOR or scope of work/SOW and technical specifications) and contractor selection processes prepared by FKL for the training center and accommodation facility buildings and electric fencing.
  • Provide technical recommendations during the tender evaluation and contractor selection phases to ensure value for money and technical quality.
  • Ensure that tender documents align with the FS and DED specifications.
  1. Electric Fencing Specific Tasks
  • Verify the alignment of fencing construction with the feasibility study, engineering designs, and mitigation strategy for human-elephant conflict.
  • Monitor the technical installation of electric fencing systems, supporting infrastructure (posts, grounding, solar panels if applicable), and community safety features.
  • Review environmental management and safety protocols for power fencing operations.
  1. Stakeholder Engagement and Capacity Building
  • Work collaboratively with FKL, local governments, communities, and contractors throughout the assignment.
  • Provide technical advice that is culturally sensitive and aligned with local governance systems and NGO working practices.
  • Support capacity building for FKL’s technical team and on-site engineer.

DELIVERABLES[2]

  • Written technical review of Feasibility Study (FS) documents.
  • Written technical review of Detailed Engineering Design (DED) documents.
  • Tender document review reports.
  • Reports on the tender evaluation and contraction selection of the training center and accommodation facility buildings and elephant fence projects.
  • Technical memos or stakeholder coordination notes, as requested.

QUALITY ASSURANCE AND REPORT

The consultant’s work result will be reviewed by TAF ID under Program Officer, Saeful Muluk, and approved by Program Director or Deputy Program Director of ENGOV.

LEVEL OF EFFORT (LoE)

The consultant is expected to work part-time on an intermittent basis, with an estimated up to 30 working days over a 4-month period. The consultant must be available for field visits in Banda Aceh, Aceh Tamiang, Kota Langsa, and Aceh Timur. Pending good performance of the consultant and the needs of the SETAPAK 4 program, the SOW may be expanded to include Construction Supervision and Monitoring after the four months indicated above.

REQUIRED QUALIFICATIONS

Bachelor’s degree or higher in civil engineering or a related field.

  • Minimum 15 years of experience in planning and supervising building construction and civil works.
  • Experience in reviewing feasibility studies, detailed engineering designs, and tender documents.
  • Experience working with local governments, NGOs, and communities in Aceh or similar contexts is preferrable.
  • Familiarity with electric fencing systems and human-wildlife conflict mitigation is highly desirable.
  • Strong analytical skills, excellent communication, and stakeholder coordination abilities.
  • Willingness to travel to remote field sites in Aceh as needed

  • Conduct periodic field visits to supervise construction activities at both sites.
  • Monitor the use of appropriate construction materials and verify compliance with DED specifications.
  • Provide timely technical feedback and corrective action recommendations as needed.
  • Review progress reports from FKL’s on-site engineer and contractors to ensure alignment with project plans.

[2] As discussed in footnote 1 above, the consultant’s contract may be expanded beyond the existing SOW to include Construction Supervision and Monitoring.  In that case, the consultant will be responsible to also submit: (i) field supervision reports for the infrastructure sites; and (ii) Final quality assurance reports for all construction activities.
