Traceability and geolocation data consultant

Job Description

The Consultant will work under the direct supervision of the Project Manager at ITC Headquarters and in coordination with the National Coordinator for Palm oil sector (based in Jakarta, Indonesia), will complete the following:

Mapping of Geolocation Data Collection Tools

  • Conduct a comprehensive mapping of geolocation data collection tools currently in use within the palm oil sector.
  • Document their functionalities, required equipment, data formats, and operating systems.
  • Analyze compatibility and integration potential among different tools and systems.

Stakeholder Consultations

  • Engage with key stakeholders including PT Surveyor Indonesia, private companies, RSPO Indonesia and others.
  • Map existing traceability tools by different schemes, bodies, formats, and operating systems.
  • Identify data integration needs, bottlenecks, and opportunities for improvement.

Workshop on Data Collection and Interoperability

  • Design and facilitate a workshop with implementing partners and key stakeholders.
  • Topics to include:
  • Data collection methodologies and standards
  • Data formats and harmonization
  • Challenges of operating in data silos
  • Approaches to enhance interoperability
  • Traceability best practices and case studies

Expected Deliverables and Timeline

  • By 28 February 2026

    • Report on mapping of geolocation data collection tools (including summary matrix of tools, functionalities, formats, and integration potential).
    • Summary report of stakeholder consultations, including findings on integration challenges and recommendations.

    By 31 March 2026

    • Workshop agenda, presentation materials, participant list, and summary report with key outcomes and recommendations.

The Consultant has to ensure that s/he has obtained the necessary permissions with regard to intellectual property rights required to perform his/her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the Consultant shall request the prior written permission from ITC. S/he has further to ensure to obtain accreditation to event(s), if required.

Job Requirements

Skills

Excellent communication, facilitation, and report-writing skills.

Education

Postgraduate degree (MA/MSc/MBA, PHD or other)

Advanced university degree in agriculture, trade, information technologies (Geographic Information Systems GIS), data science, or related field.

Extensive relevant experience may be accepted in lieu of the university degree.

Experience

Minimum 5 years of professional experience in data systems mapping, geospatial analysis, or supply chain traceability.

Other Experience:

Proven experience with data integration, interoperability frameworks, and stakeholder engagement. Familiarity with traceability systems in the palm oil or agricultural commodities sector in Indonesia.

Language :

Full professional proficiency in English and Bahasa Indonesia is required.
