Project Overview

The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support sustainable and inclusive economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.

In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The selection reflected the strong partnership MCC and Indonesia built during the first compact. Following signature of the Indonesia Infrastructure and Finance Compact on April 13, 2023, the entity charged with implementing the compact activities, Millennium Challenge Account-Indonesia II (MCA), is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins.

The Indonesia Infrastructure and Finance Compact consists of three projects:

• The Advancing Transport and Logistics Accessibility (ATLAS) Project will work with five provincial governments – South Sumatra, North Sulawesi, Riau, Riau Islands and Bali – to improve infrastructure planning and preparation at the sub-national level, where transport and logistics are more constrained. The resulting projects will improve access to employment opportunities for Indonesians and the accessibility of transport services for women and disabled passengers.

• The Access to Finance for Women-owned/Micro-, Small and Medium Enterprises Project aims to increase formal lending services to MSMEs, especially those owned by women. The project will also provide business training, including digital and financial literacy trainings, and technical assistance to improve credit worthiness and investment readiness.

• The Financial Markets Development (FMD) Project will provide technical assistance and blended finance grants to increase the participation of private sector or commercially oriented finance in infrastructure investments. This will help the government of Indonesia to form new partnerships and unlock existing money to fund lower-risk, high-quality infrastructure projects.

Position Objective

The Grants and Partnerships Manager/Specialist collaborates closely with the Grants and Partnerships Lead to ensure all responsibilities of Grants and Partnerships team will be done efficiently and effectively.

Tasks and Responsibilities

• Organize and deliver outreach events to generate interest in opportunities for Grants and non-funded partnership opportunities.
• Ensure that all Grant Programs are carried out in accordance with the PGG.
• Review and report to Partnerships and Grants Lead the review summary including recommendation to waive a provision or provisions of the PGG for a particular Grant Program.
• Ensure that accurate Grant data is captured and entered into MCC-MIS.
• Coordinate and expedite the preparation of Grant solicitation documents Concept Papers/Notes (CFCPs), Notice of Funding Opportunities (NOFOs) and Requests for Applications (RFAs) as appropriate.
• Conduct screening of Proposers and Applicants for eligibility by conducting eligibility checks of entities and proposed Grant Activities.
• Review, as required, draft announcements for Grants, proposed solicitation documents for Grants and proposed total funds available for Grant Awards that are developed by the Sector Leads or others to confirm consistency with the approved Grant Program, the approved Grants Schedule and the requirements set out in the PGG.
• Communicate with Proposers or Applicants when the Merit Review Panel, Selection Committee, or experts conducting Capability Risk and Grant Budget Assessments request additional information during their review of Proposals or Applications.
• Monitor all Discussions, Co-Creation and negotiation meetings with potential Grantees.
• Draft letters/email/proposal/etc for Grants and Partnerships Lead related to grant management process from selection process until the project closeout.
• Ensure, with support from the Legal and Institutional Affairs Manager, that each member of the
• Merit Review Panel and Selection Committee is cleared of Conflicts of Interest.
• Review and give feedback, as required, Grant Award documentations including, but not limited to, requests for clarifications, amendments to Grant announcement documents and RFAs, Merit Review Advisory Reports, Capability Assessment Reports, Grant Budget Assessment Reports, Selection Committee Concept Selection Reports, Selection Committee Grant Award Reports, other relevant reports.
• Ensure that the Selection Committee Concept Selection Reports and the Selection Committee
• Grant Award Reports include all the necessary documents, and the record is accurate and complete, and that the reports are signed by the members of the Selection Committee.
• Monitor and ensure, that the proposed Grant Budgets are free of ineligible costs as defined in MCC’s Cost Principles for Government Affiliates.
• If Cost Share is required for a particular Grant Program, prepare the rationale for its determination and ensure that it is accounted for in every proposed Grant Budget.
• Prepare Memorandum of Negotiation when the Selection Committee agrees to accept changes to the terms and conditions of the proposed Grant Agreement.
• Liaise closely with the relevant Sector Managers and other MCA Entity agents and consultants on all phases of the Grant award, administration and management processes.
• Manage all aspects of implementing a Grant Program in accordance with the terms of his/her position description and the responsibilities set forth in the PGG.
• Review and give feedback to Grants and Partnerships Lead, as required, reports submitted by Grantees.
• Receive and process any claims submitted by Grantees.
• Maintain a Grant file for every Grant that includes documents created by the MCA Entity throughout the Grant cycle from planning through implementation along with documents and reports created and submitted by the Grantee.
• Assist the Grant Closeout Process, relevant Sector Leads/Managers and consultants.
• Other duties are assigned by Grants and Partnerships Lead.

Key Qualifications (Education, Experience, Technical Competencies)
1. Education, experience and technical competencies:
• Bachelor degree in accounting or business, finance.
• Demonstrated experience (at least 7 years professional experience preferred) in grants and/or grant making programs, including supporting grant proposal development, implementation, monitoring and evaluation including closing off. Experience with large-scale grants programs preferred.
• Demonstrated experience working effectively with senior officials in government, civil, society and private sector (note: the latter is an advantage).
• Demonstrated experience in all tax reimbursable event/execution mechanism in Indonesia, certified in Brevet A, B and C is an advantage.
• Knowledgeable in assets transfer or management within government/institution and preferably some experience in assets transfer mechanism.
• Excellent spoken and written English and Bahasa Indonesia.
2. Personal attributes and competencies:
• Excellent interpersonal and communication skills, and demonstrated ability to effectively interact and collaborate with people/stakeholders in multidisciplinary teams as well as work across departments, divisions and institutions.
• Good in personal organization, planning and priority setting. Have good initiative, is focused and result oriented.
• An effective team-player and has excellent coordination skill.
• Able to multi-task, handle tense situations with diplomacy and tact.
• Ability to work with a high degree of autonomy and to take initiative in a transparent manner.
