PROGRAM DEVELOPMENT OFFICER – Foundations, Organization and Institution (FOI)

The Program Development Officer (FOI) will report to the Program Development Manager as a FOI fundraiser for HFH Indonesia contributing to the implementation of the Regional and Global FOI Framework. The Program Development Officer (FOI) will contribute to identifying pipeline opportunities and FOI forecasts. S/he will support pre-positioning activity with Habitat Indonesia and contribute to coordination of FOI activity with relevant Habitat for Humanity colleagues. S/he will support the Global FOI team in collaborating across the HFH network to meet high levels of quality, productivity and service that leads to strong internal/external partnerships. In accordance with HFHI’s global standards, policies and protocols, develop and/or support and maintain all systems necessary for successful FOI fundraising in Indonesia.

Key Responsibilities:

Donor Mapping and Acquisition

  1. To actively contribute to developing relations internally and externally, support developing the Indonesia FOI pipeline, targets, and forecasts (70% of time).
  2. Support the Program Development Manager in coordinating a collaborative process with HFH colleagues on FOI activity including pre-positioning, forecasting, Go/No Go, proposal development processes and the review of proposals.
  3. Contribute to identifying opportunities through forecasts and market intelligence to help achieve HFH Indonesia objectives.
  4. Identify and nurture partnerships with INGos/NGOs/For Profit entities who can help HFH Indonesia access new funding streams.
  5. Develop and manage an active relationship with FOI donors and other platforms to gather intelligence on institutional funding opportunities.
  6. Prepare briefings and other informational materials that support the HFH Indonesia and
    HFHI leadership with FOI engagement as needed.
  7. Build and maintain effective FOI relations domestically and regionally with guidance from the GFOI.
  8. To contribute to developing and training staff on FOI tools for effective fundraising (20% of time)
  9. Contribute to the Asia Pacific Area Office in implementing the design of relevant FOI tools and training and advice to the HFHI network to encourage FOI champions.
  10. Support the effective stewardship of awards in partnership with Chief Finance Officer and guidance from the SMT and the AP GFOI.
  11. Monitor the execution of the donor strategies implemented in close collaboration with internal HFHI/HFH Indonesia colleagues.
  12. Any other duties as required (10%): Other related duties assigned by supervisor.

Program Design

  1. Support Sector Specialists/SMEs to develop programs, including impact logic (theory of change) and monitory and evaluation methodology.
  2. Support the National Office staff in the development of fundraising plans focused on FOI and corporate foundations and help NOs move towards revenue sustainability.

Proposal Writing

  1. Develop FOI grant applications and proposals which meet current policy requirements and recommend for approval to the program leadership at the AO, NO and or Global Funding Network (GFN).
  2. Coordinate and engage SMEs/Sector Specialists at all levels on proposal development from the perspective of Habitat’s strategic plan.

Donor reporting

  1. Coordination to ensure high-value donor experience in alignment of programmatic innovation and implementation challenges in shelter sector, best practices and community priorities.
  2. Support design and delivery of workshops regarding new program implementation approaches and strategies such as market mapping, housing market development or HSS in the country in which these approaches are promoted.

Grant Management

  1. Conduct field visits with donors and accompany key donor volunteer teams to support successful implementation and enhance donor experience.
  2. Weekly and quarterly reporting as well as updating of donor pipeline.
  3. Monitoring grant projects on budget, achievement, and timeline.

Occasional Duties Business

Development

  1. Facilitate capacity building for national office staff for development of effective story development on holistic development.
  2. Generate new project models with specialists/SMEs based on FOI trends.
    Partnership
  3. Engage other NGOs/ CSOs/ others institutions in project development for comprehensive interventions.
  4. Others:
    – Other duties consistent with the overall focus of HFHI as assigned by the supervisor.

Job Requirements

  1. Bachelor’s degree in international development, Global Affairs or International Policy and Relations or related degree.
  2. Have 3-5 years’ experience of Proven FOI Partnership/Fundraising.
  3. Minimum 5 years working experience in transformational development, Advocacy, DR program or grant management.
  4. Achieving quality results & service.

  7. Fluent in English.
