2.   
Overall
Purpose

The
Fortification Consultant will work under the overall guidance of National Program Officer, Fortification, Indonesia
to support implementation of wheat flour fortification projects. S/he will be
responsible for providing technical and operational  assistance to the NPO in implementing MI’s
fortification projects including Wheat Flour Fortification in the country which
includes preparation of advocacy brief, partner agency management, capacity
building, monitoring,  reporting
functions etc.

 

3.   
Roles
and Responsibilities

 

 

The
specific activities to be carried out by the officer are as follows:

 

Planning


Provide
technical inputs in strategy development and support project planning at country
level

o  Develop annual Project Implementation
Plan (PIP) and budget under the guidance of the NPO

 

Management and Implementation

o  Provide supportive supervision and guidance to implementing
partner agency

o  Assist the NPO in
identifying gaps in project implementation, obtain necessary government approvals
and ensure corrective actions from relevant government authorities as appropriate
to address the gaps.

o  Monitor the technical aspects of ongoing
project activities through field visits, meetings with partners, analyze the
progress reports and prepare project briefs as required.

o  Maintain constant and
intensive liaison with the relevant ministries and directorates.

o  Act as the focal person
and maintain liaison with government and development partners to discuss
progress of WFF, identify gaps, show evidence and advocate for corrective
actions.

o  Working and maintain
effective partnership with KFI, APTINDO (miller association) UNICEF.

o  Advocate and facilitate Bappenas to undertake national level
WFF coordination

o  Participate in GoI Task
Force/Working Groups on WFF, contributing to technical discussion and
flagging issues based on field experience.

 

Capacity building

o  Develop/modify new
SoPs/guidelines on WFF QA/QC and monitoring

o  Carry out workshop to
sensitize the modified regulatory monitoring and QA/QC guidelines

o  Carry out Training for
personnel of Food and Drug Agency (FDA) inspector on regulatory monitoring of
fortified wheat flour

o  Provide technical advice
for Food and Drug Agency to conduct inspection to assess millers compliance

o  Review, modify and
develop the Internal Quality Control Manual on fortification of wheat flour
and distribute the Manual to mills.

o  Identify training
needs/gaps of miller operators and lab technicians on WFF internal QC.

o  Support the design and
review of training curricula

o  Facilitate technical
workshop to train relevant mill staff on internal QC

o  Facilitate the training
and refresher training to technical staff of roller mills on quality assurance
and to provide technical backstopping support on the spot

 

Monitoring
and Evaluation

o  Establish monitoring
framework and reporting tools at all levels.

o  Undertake field visits
for program monitoring with help of monitoring checklist and utilizing that
information to inform district/national level discussions and negotiations.

o  Conduct regular progress
meetings with MI team, and with the stakeholders.

o  Continue updating the
detailed work plan, in consultation with project team members, and ensure
timely follow-up to achieve the targets.

o  Develop periodic reports,
progress updates, presentations and briefs, for government, and other
stakeholders, etc. as required

 

Reporting
and
Knowledge Management

o  Prepare monthly and
quarterly analysed summary report of progress for all the fortification projects
supported by MI.

o  Provide feedback to the partner
agencies on their monthly report in consultation with SPR.

o  Prepare draft reports of
various training programs, workshops, meeting minutes etc. for SPR to finalize.

o  Support SPR in preparing project
briefs, presentations etc. required for meetings and discussions

o  Follow up with relevant government
departments for collection of district reports, letters, information, data
etc. for further analysis and corrective actions                                

o  Act as repository for
relevant data, government policy guidelines and new evidence in relation to
fortification programs and share the same with SPO, SPR, NPM and NPO, as
appropriate.

 

Others Tasks

o  Prepare technical
briefing notes for NPO (if required).

o  Undertake need based travel
with approval from NPO.

 

 

.  4.   Deliverables

 

o  Annual work plan.

o  Monthly Activity Report
in prescribed format.

o  Trip Reports with
important issues identified along with suggested action points in prescribed
format.

o  Monthly reports on
project performance, data analysis and partner’s accomplishments.

o  A comprehensive end of
assignment report which details achievement vis-a-vis objectives set, along
with a note highlighting experiences, learning from the assignment,
recommendations etc. which are relevant and may be replicable in other
settings;

o  All the deliverables are
expected in electronic version (by email) except monthly fee and expense claim
which needs to be submitted in hard copy using prescribed format.

 

5.   Qualification and
Experience

 

o  Master’s degree in Food
Technology/ Public Health & Nutrition/ Development sciences or other
related field.

o  Minimum 5 years of
experience in managing health and nutrition projects in the states.

o  Experience in working
with state governments and implementing projects through partner NGOs on food
fortification will be preferred.

o  Computer skills,
analytical and excellent writing skills are required.


Fluency
in English and knowledge of Hindi will be considered an added advantage.

 

7.   Terms of appointment

 

The incumbent
will be awarded with 12 month consultancy contract renewable for two more consecutive
years based on satisfactory performance.
