Background
The Flood Impacts, Carbon Pricing and Ecosystem Sustainability (FINCAPES) Project is a 5.5-year initiative funded by Global Affairs Canada and implemented by the University of Waterloo in partnership with Indonesian institutions including IPB University and Purnomo Yusgiantoro Center (PYC).
The project strengthens Indonesia’s climate resilience through three main pillars:
- Flood Risk Governance (Component 1100)
- Gender-responsive Nature-based Solutions for peatland and mangrove restoration (Component 1200)
- Climate Finance & Policy Development (Component 1300)
Since its launch, the FINCAPES website has functioned as the project’s primary digital communication and knowledge dissemination platform. To date, the website has recorded approximately 16,000 total users, with 332% new user improvement in the last year, demonstrating expanding outreach beyond immediate project stakeholders. The platform has generated 41,000 page views, with strong engagement across key sections such as Flood Risk Governance, Nature-based Solutions, and Climate Finance. Knowledge products have been downloaded 14,264 times, indicating sustained demand for evidence-based research, tools, and policy insights.
Throughout 2025, FINCAPES’ social media platforms demonstrated steady growth and strengthened digital visibility across channels. The project’s combined social audience reached 3,895 followers, representing a 39.5% increase compared to 2024, with net audience growth of 945 new followers during the reporting period. Instagram remained the primary visibility driver, generating 432,945 impressions, while LinkedIn showed significant expansion in both impressions and engagement, achieving a 5.2% engagement rate and substantial year-on-year growth. Across all platforms, FINCAPES recorded 556,040 total impressions and 5,232 engagements, reflecting increased public interaction and strengthened cross-platform presence. Website traffic referrals from LinkedIn, Instagram, and partner institutions account for approximately 7.4 % of total visits, reflecting effective cross-platform engagement and growing public visibility. These results indicate growing digital reach and audience responsiveness, positioning FINCAPES’ social media ecosystem as an important channel for disseminating knowledge on flood risk governance, Nature-based Solutions, and climate finance.
Beyond performance metrics, the website has become a primary reference point during FINCAPES engagements with communities, local governments, academic institutions, and partner organizations. It serves as an accessible repository where stakeholders can verify project information, access resources, and understand the project’s objectives and progress. As such, the platform plays a critical role in building public trust, strengthening institutional credibility, and ensuring transparency. Enhancing the website is therefore not only a technical upgrade, but a strategic investment in maintaining accountability, reinforcing evidence-based dialogue, and sustaining confidence among partners and beneficiaries.
As the FINCAPES Project enters a mature phase of implementation (generating evidence, influencing policy dialogue, and strengthening institutional capacity) its digital presence must evolve beyond that of a conventional project website. The platform must transition into a strategic knowledge-sharing and policy engagement hub that captures, curates, and disseminates learning across Indonesia’s climate conversation and action.
Rather than serving solely as a communication tool, the upgraded website will function as a structured, accessible, and enduring repository of evidence, tools, and field-based insights to support informed decision-making among government agencies, academic institutions, civil society, and development partners.
The enhanced platform must therefore:
- Demonstrate tangible impact and field-level outcomes in a transparent and results-oriented manner
- Provide a user-centered and accessible interface for diverse stakeholders
- Strengthen institutional collaboration through strategic integration with partner platforms
This TOR outlines the scope of work for transforming the FINCAPES website into a dynamic, policy-relevant, and sustainable knowledge platform that contributes to long-term capacity building, institutional memory, and systemic climate resilience in Indonesia.
Objectives
The overall objective of this activity is to enhance the FINCAPES website (www.fincapesproject.com) into a high-impact, user-centered, and strategically positioned digital platform, through:
- Improving the homepage to reflect impact-oriented positioning.
- Develop an interactive project location map with dynamic content.
- Integrate external partner platforms (I-CAN and RECLICKS by PYC).
- Upgrade the Insights/Media section into a collaborative media repository.
- Improve technical performance, usability, and CMS functionality.
Scope of Work
3.1 Homepage Enhancement
The vendor shall redesign the homepage to clearly communicate FINCAPES measurable impact and geographic presence. Within the first screen view, user should be able to identify what FINCAPES does, where it operates, and what the key results it has delivered. The homepage must convey this within 10 seconds of landing.ng.
Success criteria:
- Clear pathway to explore locations and detailed results.
- Fully functional across desktop and mobile.
- Page load time under 3 seconds on standard 4G connection.
A. Impact Banner
The homepage shall include:
- A strong, results-oriented headline (provided by FINCAPES)
- Subheadline describing project impact
- High-quality visual (image or video)
- Clear call-to-action buttons
- Optimized layout for desktop and mobile
B. Interactive Impact Map
A fully functional interactive map shall be developed to display project locations:
Locations include:
- Jambi
- East Kalimantan
- West Kalimantan
- Lampung
Functional Requirements:
- Clicking a province opens a slide-in sidebar panel.
- Map must allow adding new locations without redesign
- Sidebar displays:
- Key interventions
- Snapshot metrics (e.g., partners trained, policy briefs, studies conducted)
- Link to related content page
Technical Requirements:
- Map must be lightweight and optimized.
- Works on Chrome, Safari, Mozilla, Edge latest versions.
- Fully responsive.
- All contents editable via CMS (no coding required for content update).
- Centralized data structure (no duplication).
- Compliance with accessibility standards, including alt text and contrast compliance.
Analytics and Tracking:
The homepage must integrate analytics tracking for:
- CTA clicks
- Province clicks
- Content tagging clicks
- Scroll depth
- User engagement on sidebar
3.2 About FINCAPES Section Enhancement
The “Where We Work” menu shall:
- Link directly to the interactive map.
- Allow optional filtering by:
- Province
- Component (1100, 1200, 1300)
- Maintain design consistency with homepage map.
3.3 FINCAPES Focus Section
The vendor shall redesign this section into three distinct thematic pillars:
A. Flood Risk Governance
Dedicated landing page including:
- Context and problem statement
- Technical approach
- Outputs and tools
- Policy implications
- Cross-link to knowledge products and media (photo and videos)
B. Nature-based Solutions
Dedicated landing page including:
- Context and problem statement
- Implementation approach
- Link and reference to I-CAN website
- Field implementation highlights, Output and tools
- Cross-link to knowledge products and media (photo and videos)
C. Climate Finance & Policy
Dedicated landing page including:
- Context and problem statement
- Implementation approach
- Link and reference to RECLICKS website
- Policy dialogue
- Capacity-building programs
3.4 FINCAPES Insights Section
The current Media/Gallery section shall be upgraded into a collaborative photo and video repository that supports both internal contribution and public accessibility. The platform must maintain a user-friendly gallery-style interface suitable for non-specialist audiences, allowing visitors to browse media easily, access photo captions and credits, download authorized images, and explore related photos or videos through structured tagging and filtering features.
The vendor shall:
- Propose and implement a third-party platform for collaborative media management.
- Media display requirements on the website:
- Filter by location, theme, year
- Grid layout
- Lightbox preview
- Caption and credit system
- Download option (if authorized)
- Assess options such as:
- Google Photos
- Google Drive structured system
- Digital Asset Management (DAM) systems
- Other cloud-based repository solutions
- Access control and permissions
- Storage capacity

- Ease of partner contribution

- Download tracking functionality

Technical Requirements
The upgraded website must ensure:
- Full mobile responsiveness
- Optimized loading speed
- Clean, modern UI/UX
- SEO optimization
- Secure hosting environment
- Analytics integration (Google Analytics GA4)
- Event tracking for downloads and map clicks
- Backend usability for FINCAPES team
Deliverables
The vendor shall provide:
- Revised Sitemap and Wireframes
- Mockup design (including interactive map prototype)
- Integrated collaborative media repository system
- CMS training session
- Updated website maintenance documentation guide
- Analytics integration and monthly performance reporting
- Tracking setup for homepage engagement, CTA clicks, map interactions, and publication download
- Monthly website performance report including traffic, user behaviour, and SEO performance
- Ability to export Publication download data (in csv format)

Proposal Submission Requirements
Consultants are expected to submit:
- A technical proposal describing the approach, methodology, tools, and timeline
- A financial proposal with a detailed budget breakdown
- Portfolio and past examples of similar website development
- CVs or profiles of the team, including relevant technical expertise
- At least two references from previous clients
Evaluation Criteria and Scoring
Proposals will be evaluated using the following criteria and percentage weights:
