seeks Creative Consultant to develop final evaluation of SETARA project implementation
in North Jakarta
Scope of Works
1. Description/Background of Program
Yayasan
Sayangi Tunas Cilik – Save the children is a leading, private child-focused
non-governmental alliance of 29 member organizations that work in 120 countries
throughout the world. Save the Children has worked in Indonesia since 1976 to
promote health and nutrition, education, child protection, livelihoods, and
emergency preparedness and response.
SETARA (Strengthening Education
through Awareness and Reading Achievement) is a project runs by Yayasan Sayangi
Tunas Cilik, partner of Save the Children, (hereafter stated as Save the
Children) with the aim to improve the quality of learning environment in Basic Education
(BE) and Early Childhood Care and Education (ECCE). This is done through the
improvement of school management and governance, development of teacher’s
capacity to foster student’s active learning and advance literacy outcomes,
increasing community and key stakeholder engagement in both ECCE and school as
well as children’s learning, and by documenting and sharing results with the
government and wider stakeholders for replication.
In 2017, the project will be in its four
year of implementation and is the final year. By now, the project has been
implemented in 20 Primary Schools in North Jakarta and 20 ECCEs in Belu, NTT.
As part of the accountability and to measure its achievements towards the plan,
the project needs to be evaluated. Evaluation will be conducted by hiring an
external experienced expert.

There are several objectives that
have been stated on the project plan documents. Referring to its logical
framework, the achievements of the objectives have to be measured as the key
information which can be valuable for the purpose of communication and advocacy
to a wider partner. The main objectives and key evaluation questions should be
able to answer the following dimensions:

Relevance:
To what extent project activities were suited to the needs and priorities of
the targeted girls, boys, women and men? - Effectiveness:
How well were the project’s goal and objectives achieved? What were the major
factors influencing the achievement or non-achievement of the objectives? - Efficiency:
Were objectives achieved on time and with efficient use of resources? - Sustainability:
What is the likelihood of benefits being sustained for boys, girls, men and
women after donor funding ceases? What are the major factors influencing the
achievement or non-achievement of sustainability of the project? - Cross-cutting:
To what extent have project activities promoted child participation? How
effectively did the project meet the specific needs of the most vulnerable
people, people with disabilities and minority groups?
Detail evaluation questions will
be developed by the consultant based on the discussions with Save the Children.
To measure the impact of the
project’s intervention based on its logical framework, the consultant should
gather the information from key stakeholders, including:

Representative from schools: students, school
principal, teachers, school committee

Representative from community: core groups,
community leaders, parents
·
Representative from government: District
Education Office, District Planning Board, District of Religious Affairs
The selected consultant will
suggest appropriate sample size based on the group population by considering
time and resources.
