Monitoring and Knowledge Management Officer for the Digital Wellness-related Programme

Job Description

Project Management 

  • Support the implementation of the four policy dialogues:
  • Assisting in the preparation of the concept notes for the three national policy dialogues that will potentially take place in Singapore, Indonesia, and Viet Nam
  • Assisting in the preparation of the concept note for the regional policy dialogue, which will happen in Jakarta, Indonesia
  • Assisting in the identification of the resource persons for the four policy dialogues
  • Assisting in the preparation and implementation of the four policy dialogues
  • Support the hiring of a policy institute/agency mainly responsible for the development of a regional policy recommendations framework
  • Develop the assessment tool and methodology to measure an increased level of knowledge and commitment to advancing youth’s digital well-being

Knowledge Management

  • Support the finalisation of the regional policy recommendations and presentation of the regional policy recommendations to a relevant ASEAN sectoral body across the 11 ASEAN Member States
  • Support the communication with a relevant division of the ASEAN Secretariat and the relevant ASEAN sectoral body for the dissemination of the regional policy recommendations
  • With the guidance of the Senior Project Officer, develop narrative report writings, including:
  • Policy dialogue report
    • Donor/Impact report
    • Factsheet
    • Other relevant reports, when necessary
  • Provide a monthly situation report for the project.
  • Compiles lessons learned and best practices of the programme, generated from policy dialogue reports.
  • Develop additional knowledge management products as requested.

 Other

  • Provide support for project administrative tasks as needed.
  • Other responsibilities related to the Digital Wellness programme as needed.
  • Carry out other relevant tasks assigned by, and mutually agreed with, the Senior Project Officer and the Head of Programme.

Job Requirements

    • Education and ExperienceEssential
      • A minimum of a bachelor’s degree in social science, International/Development Studies, Education, or related fields.
      • A minimum of three (3) years of working experience in social development project management in any international development organisations or donor organisations.
      • Proven experience in Project Management and Grant Management in international development organisations or international donors.
      • Demonstrated knowledge of monitoring and evaluation (M&E) tools and frameworks
      • Excellent teamwork and interpersonal skills, including dealing both directly and indirectly with government officials at various levels.

      Desirable

      • Prior involvement in national and/or regional policy brief and recommendations formulation
      • Experience with M&E frameworks and reporting
      • Proven experience in project knowledge management

      Technical Skills

      Essential

      • Demonstrate good critical thinking, problem-solving abilities, and excellent analytical skills
      • Strong organizational and writing skills
      • Excellent communication skills, responding to user needs in a prompt, courteous manner
      • Good English and Indonesian oral and written communication skills.
      • Good command of Microsoft Office applications.
      • Possess initiative, reliability, and honesty.
      • Ability to work under pressure to tight deadlines.

      Desirable

      • Have familiarity with digital tools for project tracking and team collaboration.
      • Ability to travel internationally.

      • Well-developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of the ASEAN Foundation. This includes effective negotiation and representation skills.
      • Well-planned and organised even within a fluid working environment, and has a capacity for initiative and decision-making with competent analytical and problem-solving skills.
      • Flexible, creative, responsive, able to take initiative, reliable, able to follow through on tasks, able to work within systems and procedures, open to learning, able to work effectively in a small team environment involving the sharing of information, and at times sharing workloads.
      • Has the capacity to make accurate self-assessments, particularly in high-stress situations.
