District Coordinator – Kapuas Hulu/Sintang/Ketapang/Kubu Raya (GCF Project)

Job Description

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its objective is to improve people’s living conditions on a sustainable basis.

The German Development Agency GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise supporting the German government in promoting international cooperation for sustainable development and international education work. GIZ’s main commissioning party is the Federal Ministry for Economic Cooperation and Development (BMZ) along with a number of other German Government agencies and international clients include the European Union, bilateral and private sector donors, and multilateral funding institutions.

In the context of the bilateral cooperation between the Government of Germany and the Government of Indonesia, GIZ has received a new commission from the Federal Ministry for Economic Cooperation and Development (BMZ), and multilateral funding from Green Climate Fund (GCF) for implementing the project “Land-based Mitigation and Adaptation Through Jurisdictional Approach in West Kalimantan”.

After receiving approval within GCF board meeting for the cross-cutting project, GIZ is now preparing for implementing the project cooperation with respective ministry and province authority. The envisioned cross-cutting project will support the implementation of the Indonesian social forestry initiative and the REDD+ strategy to contribute to the achievement of the FoLU Net Sink target by targeting the main drivers and underlying causes of deforestation and forest degradation. The Project improves forest and land-based governance, strengthens forest management units, implements and upscales social forestry models and community territories, and promotes sustainable agricultural business practices in existing smallholders through collaborations.

The project objectives are to achieve a paradigm shift through a landscape approach to forest and land management to foster low emission and climate resilient sustainable development pathway balancing protection and production. The project will focus on the following three components: (1) Strengthening the institutional regulatory framework for climate informed landscape planning, (2) Scaling up of climate-resilient and low-emission agricultural and agro-forestry practices, (3) Implementing community-based forest and landscape management. Implementation of the project at West Kalimantan Province to be decentralised in 5 (five) regencies; Kapuas Hulu, Sintang, Ketapang, Sanggau and Kubu Raya.

GIZ is recruiting 4 (four) Indonesian qualified candidate for the position of: District Coordinator

Core Tasks 

In your role you are responsible for the technical, substantive and organizational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues I bands 2 and 3, and ensure the quality of the commission’s outcomes.

In addition you contribute to the conceptual design of the project, in particular its modifications or realignment.

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective of the project and provide impetus for further strategy development.

In coordination with the country director and your line manager, you also use your contacts for the acquisition of the contracts on behalf of the company.

In consultation with your team colleagues and line managers, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.

You perform the tasks assigned to you by your line manager, where required. 

Main Activities 

  • Liaises districts government and maintains networking with stakeholders (private sector, academia, CSOs/ international organizations, communities) regarding project implementation on jurisdictional approaches includes the forest and land-based management as well as for join project activities.
  • Contribute to project planning, including contributes to the preparation and implementation stages at districts levels including developing and strengthening policies and institutional frameworks.
  • Compiles information, promoting and mainstreaming sutainable forest management, biodiversity conservation, sustainable supply chain transformation for key commodities, implementing landscape restoration, and ensuring knowledge transfer to districts partner and local levels.
  • Coordinates and prioritizes program activities, compiles relevant information for collaborative activities and missions as well as contributes to program reports and publications as required by GIZ
  • Develop and maintain strategic networking with multistakeholders forum at district level (government, private sector, academia, CSOs international organizations, communities
  • Implements cross-component and cross cutting activities at districts level, conducts field visits to monitor partners and supervise consultants to ensure project implementation aligns with strategic plans to ensure in achieving of project’s objectives
  • Serve as the project’s first point of contact in the district towards all project stakeholders. This shall specifically include the district coordinator’s contribution to the project’s grievance redress mechanism through receiving and documenting grievances and supporting their resolution.
  • Implementation of GIZ corporate strategy and performs other duties as assigned.

Job Requirements

Qualifications

  • Bachelor’s degree in forestry, agriculture, natural resources management or related field
  • At least 5 years relevant experiences, in forest and landbased sector or natural resource management.
  • Experiences in collaborations with governments stakeholders includes communities, private sectors, NGOs in implementing of the project
  • Strong network in the governmental, public and private Indonesia forestry and landbased sector
  • Knowledgeable of stakeholders-based approach, specific in West Kalimantan province.
  • Proven track of successful engagement, eg. organized the training, workshop for enhancing the skill and knowledge of partners
  • Strong managerial, communication skills, ability to work independently with limited resources and excellent written and verbal in English and Bahasa Indonesia.
  • Ability to work effectively in diverse cultural contexts, particularly in West Kalimantan
