Background
Oxfam Strategic Plan is mentioning that Oxfam already has significant comparative advantages as a knowledge leader, including our brand, access to field data, ongoing MEL work, outreach capability and communication skills. In order to remain influential and deliver greater impact in a rapidly changing world, Oxfam needs to strengthen and evolve this position. Through this strategic plan, Oxfam expresses its ambition of becoming an organization that excels in learning, innovation and managing knowledge to enhance the effectiveness and impact of its works. Oxfam in Indonesia has been defining knowledge management as: the systematic collection, documentation, analysis, application and disposition of knowledge and experience for the benefit of quality improvements in all components, themes and intervention strategies. Furthermore, Oxfam in Indonesia would like find expert on knowledge management to help Oxfam for developing a knowledge hub to realize the strategic plan.
Purpose
The purpose of Knowledge Hub is to drive greater impact and cost-effectiveness through an increase in resources, capacity and coherence for a strategic theme critical to delivering the Oxfam strategic plan.
Scope of work
- To conduct assessment on aspirations of Oxfam’s partners about knowledge hub
- To review relevant documents
- To conduct and to facilitate workshop process on knowledge hub development
- To collect comprehensive data
- Make draft report preparation and submission to Oxfam for feedback
- Finalization of the report
Competencies, Experience and Skill requirements
Overall, the consultant (team) should have knowledge, experience and competencies in:
- Significant experiences in knowledge management concepts and approaches
- Minimum 5 years of development work in socio-economic development
- Good understanding of rights based approach and gender
- Have good facilitation skill, especially in doing consultation
- Strong analytical skill and quantitative and qualitative data collection
- Good communication skill
- Demonstrated writing skills in both English and Indonesian
The terms and condition
a. The eligible person/organisation has to submit the technical proposal which may consists of methodology, tools, detail budget, time line, reporting and CV of key personnel or organizational profile
b. Assigned person/organisation will submit a work plan with guideline before start the work and take approval from Oxfam
c. During this learning period the concern person/organisation will take suggestion/ feedback from Oxfam
d. The agreed cost will be paid to the selected person/organisation in 2 instalments. After signing the agreement 70% of agreed fee will be given, after submission of final report rest of 30% will be given
e. The organization will submit all the soft copy of report and raw data.\
