Program Manager National

Overview:

Jhpiego seeks a Program Manager for the USAID MCGL (MOMENTUM Country and Global Leadership) project with geographic focus in Banten, East Java, East Nusa Tenggara, North Sumatera and South Sulawesi, in addition to national level support. The project aims to support PHC strengthening at national level as well as implementation in selected districts. The Program Manager will work closely with the Deputy Chief of Party and sub-national Program Managers to ensure that activities are planned,  implemented and documented in line with the project’s goals and objectives and according to available resources (e.g. human, financial and material).

  • Program Coordinator, national level

Location:

  • Jakarta

Programmatic Responsibilities:

  • Support DCOP with workplan development and modifications (if needed) and in conducting program reviews
  • Support DCOP to translate the national project workplan down to province- and district-level activities with clear implementation guidance and monitoring systems; ensure sub-national Program Managers have a strong understanding of overall project
  • Monitor national-level activity implementation, manage project operations, and track project spending in coordination with other relevant staff
  • Coordination with other team members at national level including MEL team, PHC technical team and finance/admin team to develop relevant activities and ensure their implementation in accordance with the approved workplan
  • Work collaboratively with finance/admin team to prepare and track the progress of project and activity budgets
  • Support DCOP in engagement with key partners at national level (e.g., Ministry of Health, USAID, development partners, professional organizations, etc.)
  • Manage work of consultants in coordination with other staff
  • Document successes, lessons learned and challenges in implementation; contribute to the analysis, synthesis, and reporting of project outcomes and results; and prepare and contribute to timely semi-annual and annual reporting of project activities as needed
  • Support DCOP with weekly update reporting to USAID
  • Support DCOP with monthly and quarterly narrative/financial reporting to USAID and MOH
  • Ensure project operations within his/her scope are in alignment with USAID and Jhpiego organizational policy and procedures
  • Escalate issues to DCOP as appropriate
  • Deliver any other task as assigned by supervisor

Internal Communication Responsibilities:

  • Lead regular meetings and coordination with MCGL PHC program staff involved with this initiative both at national and subnational levels
  • Build and maintain coordination with the relevant national and provincial staff to support success of the project
  • Build communication and coordination with SPMs in other regions for knowledge sharing and any potential joint activities
  • Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
  • Ensure continuous performance monitoring of supervisees through Jhpiego’s JEMS system

Public Relations and Representation Responsibilities:

  • Develop and maintain strong working relationships with USAID, Ministry of Health, key representatives of other USAID-/donor-funded health programs and other key stakeholders in Indonesia to maximize resources and leverage synergies around programmatic PHC issues and programs
  • Represent the project interests in public and professional circles through meetings, conferences, and presentations

Qualifications:

  • Bachelor’s degree in public health, advance degree preferred.
  • Minimum 5 years experience working in similar level and scope of work
  • Experience working on primary health care systems strengthening
  • Demonstrated ability to conceptualize and implement efficient and effective program management processes and systems
  • Demonstrated experience effectively managing project reporting processes
  • Excellent written and oral presentation skills, including report writing and dissemination
  • Excellent interpersonal skills and demonstrated ability to work in a multi-cultural environment
  • Ability to travel nationally and internationally up to 30%
  • Written and oral fluency in English and in Bahasa Indonesia
  • Ability to travel within Indonesia
