BACKGROUND 

 
Clear and computerized mechanism for managing and following up of gratuity cases is an invaluable resource for the GOI partner agency in the fight against corruption. In 2013, USAID through the SIAP 1 project has developed Gratuity Case
Management System for the Government of Indonesia
(GOI) partner agency’s internal purposes. With this system
installed, the GOI agency has been able to more efficiently assign, track and
monitor investigation of gratuities report. However, with the increasing data
and limitations of staff, the intense case filing, still resulted in case
processing bottlenecks.
 
On the other hand, a new presidential decree has been drafted that
includes more realistic threshold values for acceptance/rejection of gifts.
This draft will also split the responsibilities for handling gift reports, with
large value reports going to KPK, and smaller value reports going to the respective
ministry or locality for investigation and follow-through. To adress the above issue,
USAID CEGAH plans to upgrade the existing case management system. Thus
USAID CEGAH is seeking the service of qualified consultant who will assist in improving the GOI Gratuities Case Management
System. 

OBJECTIVES
The main objective of the
consultancy is to provide technical assistance in improving the Gratuities Case Management System of the GOI partner agency. It is expected that the consultant will provide advice
and quality control of the to-be-tendered contractor of the Gratuities Case
Management System (SIG) improvement.
 
ACTIVITIES
1.       
Assist USAID CEGAH during
tender phase, includes:
·       Develop the TOR for improving Gratuities Case Management System, (3 day)
·       Participate in the offerors conference and assist
CEGAH staff during the Technical Evaluation meeting, and (2 days)
·       Provide inputs in contract negotiation and
contract award (1 day)

2.       
Assist USAID CEGAH as technical advisor to
conduct supervision; serve as the key link to the GOI Agency during the system improvement process and             ensure the
timely delivery of the improved system
deployment, including:
·       Review the proposed
improvement developed by the sub-contractor (2 days)
·       Supervise the subcontractor during the system improvement process (2 days)
·       Review the progress reports submitted by the sub-contractor and conduct
regular meetings with the subcontractor to monitor the progress of       the system
development (0,5 days x 6 times = 3 days)
·       Coordinate regular
stakeholder meetings; USAID CEGAH, GOI and the subcontractor to present the
progress of system improvement       (4 days)
3.       
Review the User
Acceptance Test (UAT) Scenario as proposed
by the subcontractor before testing it with the GOI Agency USAID CEGAH (2 days)
 
DELIVERABLES
1.      TOR
for Request for Proposals (RFP)
2.      Inputs
on the proposals received
3.      Report
on the progress of SIG improvement process (submitted once a month in english)
4.      Review
and comment on the UAT scenario
 
QUALIFICATIONS
–         
Has at least 5 years of
experience of work in relevant areas.
–         
Excellent understanding of web
based data base design, development and management
–         
Proven ability to translate
technical needs into database specifications
–         
Experience with SQL (Structured
Query Language)
–         
Experience with ELO and LDAP
(Lightweight Directory Access Protocol)
–         
Has excellent communication
skills
–         
Effective problem solving,
self-improvement, analysis and synthesis
–         
Is not in any way associated with any of the bidders. Successful
consultants will be required to certify a lack of conflict of interest.
